Location:

Position Summary
This position is responsible for design, development, and management of data pipelines, integration workflows, data migration, and data transformation as well as analytical infrastructure that support OSDH activities. This position will work closely with OSDH IT staff, Digital Transformation, Digital Products, OSDH stakeholders and vendor staff to
ensure that data flows reliably, securely, and in compliance with federal and state regulations and OSDH data governance requirements.
Position Responsibilities /Essential Functions
Design, implement, and maintain ELT/ETL pipelines across cloud platforms (Azure, GCP, AWS)
Architect and modernize robust data acquisition and ingestion pipelines for large-scale healthcare data in collaboration with OSDH's Informatics program area.
Implement and manage data storage solutions (data lakes, warehouses) utilizing the appropriate partitioning, security, and lifecycle policies.
Plan and execute data migrations across platforms and systems including schema mapping, data validation, and cutover coordination to ensure continuity of data integrity and compliance throughout the migration lifecycle.
Design and architect schemas to support the migration of transactional database structures to data warehouse environments including dimensional modeling and data normalization and denormalization strategies.
Evaluate and integrate new and emerging data sources, link datasets across systems, and develop processes to support Client data types.
Translate business needs into technical solutions in an agile environment
Collaborate with Informatics, OSDH IT, Digital Products, Digital Transformation, and OMES IT to define data models and SLAs.
Provide technical guidance and mentorship
Document data architectures, lineage, and standards.
Required Skills/Experience
Minimum of five (5) years of hands-on data engineering experience.
Expert-level proficiency in SQL including correlated subqueries, windows functions
Experience optimizing query performance with partitioning strategies on large-scale cloud platforms such as GCP BigQuery.
Proficiency in Python for data pipeline development, automation, and API integration including pandas, numpy, and SQLAlchemy.
Experience with ETL/transformation tools such as Azure Data Factory, GCP Dataproc and Dataflow, SSIS, dbt
Experience with Orchestration Tools
Experience consuming and integrating RESP APIs for data ingestion and system interoperability
Strong version control (Git) skills
Familiarity in R for statistical analysis and data manipulation.
Familiarity with Python ML Libraries
Strong written and verbal communication skills.
Excellent organizational skills with the ability to manage multiple priorities and deadlines effectively.
Ability to exercise sound judgment and maintain confidentiality when handling sensitive information.
Skill in fostering a collaborative and inclusive work environment across cross-functional teams.
Preferred:
Experience in a HIPAA-regulated environment with demonstrated knowledge of data privacy and security requirements
Experience with standards-based health data exchange (HL7 v2/v3, FHIR)
Experience applying cell suppression and statistical disclosure logic within SQL for public-facing health data outputs.
Familiarity with SAS.
Bachelors degree in Computer Science, Engineering, Data engineering, or related field.
