CDM Smith is seeking Construction Representatives to inspect Water Service Line test pits and lead service line replacements in various locations across Pennsylvania, including Allenstown, Coatesville, Wyomissing, Blue Mountain Lake, and Hickory Hills, as part of the Service Line Inventory and Lead Service Line Replacement Program. The role is a full‑time field position requiring travel within the state of Pennsylvania and involves wearing required safety equipment such as a hard hat, high‑visibility vest, safety boots, safety glasses, client photo ID, and possibly hearing protection. Coordinating with contractors and traffic control for lane closures may be necessary. Job Duties
Under supervision, conduct construction inspections of basic to moderate complexity. Evaluate the condition and material of infrastructure. Independently perform field and office activities related to collection, assessment, and reporting of data. Capture photos of pipe materials before and after excavation, and during construction. Ensure test‑pit contractors backfill or temporarily cover excavation before backfilling to prevent safety issues. Document inspection findings (material, size, etc.) and generate inspection reports via iPad, communicating issues to project leadership. Communicate with client, homeowners (if necessary), and project leaders to provide project progress status and updates. Coordinate with test‑pit contractor team to identify and document company and customer water line materials. Research tap cards and gather specific data from the card. Photograph inspections for quality control and documentation. Comply with guidelines and regulations, including permits and safety requirements. Perform other duties as required. Minimum Qualifications
High School diploma, Vocational Technical degree or equivalent. Domestic and/or international travel may be required. Equivalent additional directly related experience may be considered in lieu of a degree. Driver's License Requirements
An appropriate and valid driver's license is required. Preferred Qualifications
Prior inspection or construction experience, quick understanding of client products and services, extended periods on foot, reliable vehicle for travel. Travel Requirement
100% travel within Pennsylvania. Skills and Abilities
Ability to communicate verbally and in writing in English. Basic knowledge of arithmetic and Microsoft Office (Word, Excel, Outlook). Basic knowledge of computer software programs and operating systems. Proficiency in the use of hand tools, tablets, and cell phones. Knowledge of GIS maps and navigation. Ability to adapt to new technologies and learn quickly. Basic knowledge of materials, methods, and equipment used in construction. Familiarity with basic construction, building materials, and public utilities. Ability to read, understand, interpret, and explain construction plans, drawings, contract provisions, and specifications. Flexibility in work hours; may include Saturday, Sunday, and variable hours based on project demands. Comfortable working outdoors year‑round in various weather conditions. Ability to work independently and collaboratively as part of a team. Ability to work on feet for 8+ hours and conduct multiple inspections per day. Comfortable entering private properties, residences, businesses, and public buildings. Ability to stand, crouch, crawl, and kneel for prolonged periods. Background check clearance required.
