of assuring quality clinical services, documentation, and professional conduct as it relates to patient care, and
policy & procedures of Preventive Measures. Ability to work in and adapt the culture of a multi-cultural,
community-based organization. Ensure compliance with all Regulatory agencies that govern care in the District of
Columbia.
Staff/Department Oversight : All Direct-Care Clinical Staff, including FSMHC Clinicians, Day Rehab, and
Group Facilitators, CSA Clinical Supervisors/Manager, and Community Support Workers. Will also supervise Non
Licensed staff to include: Housing Liaison and Community Outreach Specialist. Also, the delegation of this oversight
is within the role of Clinical Director.
Primary Job Responsibilities:
1. Clinical Leadership & Oversight (Lead, Manage, Accountability)
• Provide strategic and day-to-day leadership for all clinical services
• Directly supervise Clinical Managers and ensure effective supervision structures
• Supervise Clinical Therapists to ensure alignment with organizational standards
• Ensure clinical teams are delivering services aligned with medical necessity and treatment
goals
• Manage high-risk and escalated clinical situations
• Participate in leadership meetings and provide clinical performance updates
• Documented weekly communication with intake staff and admin lead. Reviewing
authorizations, expiring TxPlans, Diagnostic Assessments, and Psych Evals.
2. Documentation & Compliance Oversight
• Ensure compliance with all clinical documentation requirements.
• Enforce 48-hour documentation review and approval standard
• Ensure all documentation is submitted within 7 days
• Work closely with QA and Compliance teams to correct deficiencies.
3. Regulatory Alignment
• Serve as the clinical point of contact for DBH, DHCF, and other regulating bodies.
• Attend and represent the organization in required external meetings
• Ensure all services and operations remain aligned with DBH regulations, Medicaid
requirements and Organizational policies
4. Staff Supervision & Accountability
• Ensure all clinical staff receive supervision in accordance with DBH standards
• Review supervision provided by Clinical Managers for quality and consistency
• Hold Clinical Managers accountable for:
a. Staff performance
b. Documentation compliance
c. Caseload management
• Lead performance improvement plans and disciplinary actions when necessary
• Support hiring, onboarding, and ongoing staff development
5. Clinical Workflow Oversight
• Evaluate and improve clinical workflows to increase efficiency and compliance
• Partner with QA, Billing, and Operations to reduce denials, improve documentation quality,
and streamline authorization readiness.
• Support implementation of system improvements and new processes
6. Performance Management
• Oversee program-wide performance, including:
a. Staff productivity and expectations
b. Service utilization trends
c. Caseload distribution and capacity
• Identify gaps in coverage and staffing and implement solutions
• Monitor key operational and compliance KPIs
7. Quality Assurance & Audit Readiness
• Oversee all clinical quality assurance processes, including documentation and chart audits
• Ensure continuous audit readiness for DBH, Department of Health Care Finance, CARF
• Identify trends in deficiencies and implement corrective action plans
Qualifications:
• Active DC license (LICSW, LPC, Psychologist, Psychiatric NP, or MD)
• Minimum 3-5 years in a clinical leadership role
• Experience in:
o Community-based mental health programs
o Medicaid-funded services
o Regulatory compliance (DBH, DHCF)
