Job Description
BCS Allegient has a 35-year history of helping government, research, and private sector clients implement their programs and missions to achieve success. We offer a breadth of professional support services in the areas of business management, communications, systems engineering, analysis, mission execution, and organization performance. BCS Allegient is hiring an S&T Program Management Specialist join our team at the Office of Naval Research in Arlington, VA.
*This position is contingent upon award.
Onsite Requirements - 4 days onsite, 1 day remote.
  • Provide senior program management support across ONR S&T portfolio programs, including FNC, INP, and related efforts; develop and execute complex technical tasks and provide programmatic direction.
  • Support project selection, program reviews, and technical assessments; draft planning guidance and recommendations for policy, process, and administration of ONR programs.
  • Integrate S&T programs and activities across multiple DoD and DoW organizations, facilitating coordination among stakeholders to resolve technical issues and cost/schedule variances.
  • Manage both technical and administrative program elements; allocate resources, direct team activities, and ensure deliverables meet Government requirements and timelines.
  • Prepare and present program briefs, budget inputs, and analytical products for senior DON, DOD, and Congressional audiences.
  • Monitor external S&T efforts and provide recommendations to ONR management on how to coordinate with external S&T investments including DARPA and OSD programs.

Job Requirements
  • Bachelor's degree in science or engineering from an accredited college or university (required) OR Master's degree from an accredited college or university (preferred).
  • No less than 20 years of program management experience supporting the Department of Defense, preferably the Department of the Navy.
  • Experience developing and executing complex technical tasks, applying analytical problem-solving methodologies, providing technical direction, and allocating resources.
  • Demonstrated experience managing both the technical and administrative elements of a program.
  • Experience in the integration of S&T programs across multiple DoD organizations.

Desired / Additional Qualifications:
  • Knowledge and experience in the primary ONR Code 03 Program the individual is proposed to support.
  • Work experience in 2 or more of the Naval S&T, acquisition, resource/requirements, and operational Fleet/Force communities.
