Summary Description:
Under the general direction of the Manager of IT Business Analysis, the IT Business Analyst works with stakeholders from all business units and related third parties to define and document business processes and software requirements for Health Plan initiatives. The Business Analyst evaluates and validates new and existing functions, identifies and analyzes end-user issues, and provides support through standardized processes, tools, workflow analysis, and testing, to ensure end-user requirements are fulfilled.
Essential Resource Responsibilities / Accountabilities:
Level II
- Utilizes the requirements development process to elicit, analyze, specify, and validate the requirements of business partners
- Utilizes a requirements management methodology to store, trace and baseline the requirements
- Serves as a business partner guiding direction and ensuring requirements meet the objectives of the business sponsor
- Utilizes structured analysis and data management techniques to define accurate test cases and ensure deliverables are achieved
- Interacts with various stakeholders, including subject matter experts, executives, operational users, and technical staff to analyze, elicit, and document requirements associated with defined system scope and objectives for technical solutions
- Helps to establish project vision and drive scope, including determination of appropriate technology solutions
- Develops and analyzes functional and non-functional requirements for technology solutions with stakeholders according to Software Development Lifecycle (SDLC) and internal Health Plan standards to ensure business needs are well understood, clearly defined, and properly aligned with the overall project scope
- Elicits requirements by interviewing stakeholders, reviewing existing business documentation, and disassemble and outline existing processes and technologies through data models and diagrams. Processes may include data analysis to propose requirements
- Identifies and resolves conflicting perspectives of various stakeholders and impacts to technology solutions
- Creates and maintains artifacts related to use cases, functionality issues, and data dictionaries and maps
- Communicates with stakeholders at various levels of the organization. Responds to questions regarding requirements, functionality, and data to clarify vision of technology solutions
- Analyzes proposed enhancements to solutions and provides written recommendation on feasibility of incorporating or enhancing technology solutions based on impacts to other stakeholders and technology solutions
- Facilitates and leads the development of requirements to include planning and determining elicitation approach
- Identifies changes to scope and resulting possible impacts to requirements, other technology solutions, and stakeholders
- Identifies gaps or underlying issues through analysis of requirements to identify risks. Discusses potential resolutions and provides options to stakeholders
- Responds to questions from development, testing staff and stakeholders regarding requirements
- Stays abreast of latest trends related to business analysis
- Drives the interpretation of business objectives and system scope from the stakeholders to the developers
Minimum Resource Qualifications: Level II - Bachelors degree in Computer Science, Information Technology, Business Administration or relevant field (or four additional years related work experience in lieu of bachelors)
- Three years related work experience
- Proficient computer skills in programs including, but not limited to: Word, Excel, PowerPoint, Visio, and e-mail programs
- Excellent analytical aptitude
- Ability to drive and influence a team environment
- Ability to influence and negotiate
- Excellent written and verbal communication skills, including meeting facilitation skills
