Job Title

Wastewater Source Control Compliance Lead – South East Midlands Region


Role description

Reporting to the Wastewater Source Control and Licensing National Manager, the Wastewater Source Control Compliance Lead will manage the regional delivery of the Wastewater Source Control and Licensing (WWSCL) Programme. The role has a particular focus on developing wastewater source control systems and capability, ensuring business objectives are met and supporting the national strategy and policy for wastewater management.


Key responsibilities

  • Lead the regional delivery of the WWSCL Programme of Work, managing timelines, risks, issues, stakeholder relationships, and quality.
  • Identify and engage licensed and unlicensed Trade Effluent Producers in the region, investigate incidents, plan and complete risk‑based audit programmes, and manage and report on compliance metrics.
  • Support Trade Effluent Customer Billing and manage associated budgets and staff, reporting variances and identifying opportunities for efficiencies.
  • Design, develop and manage WWSC licensing, compliance and enforcement plans in line with the National Manager’s strategy.
  • Collaborate with Asset Operations, Asset Management, Environmental Regulation, Asset Delivery, Corporate Communications, SLA partners and DBO sub‑contractors to implement a proactive WWSCL programme, identify root causes of incidents or failures and implement corrective actions.
  • Act as the regional liaison with external stakeholders, trade representative bodies, chambers of commerce and NGOs; maintain relationships with regulators including the EPA, NWCPO, WERLAs, HSE and local authorities concerning trade effluent incidents.
  • Provide updates to Environmental Regulation as required, assisting with compliance reporting to the EPA, HSE, IFI, etc.
  • Serve as Uisce Éireann’s point of escalation for all trade effluent and related issues within the region.
  • Performance‑manage third‑party external service providers for the relevant programme.
  • Lead negotiations on optimal source control strategies, including on‑site investments with significant trade effluent producers and senior business leaders.
  • Contribute to the development of national WWSCL policies, strategies and standards alongside Asset Planning.
  • Review licence applications, End‑User Agreements and Tankered Waste Agreements, providing input where required.
  • Provide input to the Annual Service Plan regarding competent and authorised personnel.
  • Report progress to the National Manager and senior management.
  • Support the resolution of incidents with licensees, including representation in court and acting as an expert witness where required.
  • Promote source control awareness in the region through professional conferences, sectoral events and environmental initiatives.
  • Ensure programmes align with HSQE (Health, Safety, Quality, Environment) procedures.
  • Perform additional duties related to WWSCL as required by the business.

Additional responsibilities

  • Collaborate with key internal stakeholders across Uisce Éireann’s business.
  • Promote and deliver health and safety commitments, reinforcing positive behaviours and meeting industry standards.
  • Implement Uisce Éireann’s Information Security policies to protect confidentiality, integrity and availability of business information.
  • Other duties as required.

Qualifications & experience

  • Relevant third‑level qualification, ideally scientific or engineering, or equivalent.
  • Minimum 5 years’ experience in technical, scientific or engineering roles in wastewater, environmental, or HSQE sectors; postgraduate, management or enforcement experience is a plus.
  • Experience encouraging teamwork, knowledge‑sharing and motivating colleagues to achieve shared goals.
  • Deep technical knowledge of wastewater processes, environmental regulation or environmental management.
  • Thorough understanding of the regulatory framework for trade effluent and ability to assess commercial viability of technical decisions.
  • Track record of dealing with complex issues, multiple stakeholders proactively and timely, and communicating multidisciplinary information.
  • Strong programme management, planning, delivery, performance management, relationship management, negotiation and conflict resolution skills.
  • Track record of identifying process improvement opportunities and innovation.
  • Commitment to organisational values and constructive action.
  • Excellent verbal and written communication skills.
  • Experience owning safety responsibilities and contributing to continuous improvement initiatives. xcfaprz
