Customer Operations develop, deliver, and support excellent customer experience and service to both domestic and non-domestic customers within a regulated industry. Customer Operations is responsible for managing the customer relationship with the Customer Contact Centre, ensuring timely and accurate customer billing services and effectively implementing the Uisce Eireann customer strategy. Reporting to the Wastewater Source Control and Licensing National Manager, the Wastewater Source Control Compliance Lead is responsible for the regional delivery of a number of initiatives, as part of the WWSCL programme. The Wastewater Source Control Compliance Lead will work on a diverse and multi-disciplined portfolio and will require the ability to work in a creative and collaborative team environment to ensure delivery of the WWSCL Programme of Work. The role will have a particular focus on the continued development of wastewater source control systems and capability in Uisce Éireann to ensure business objectives are delivered. The Wastewater Source Control Compliance Lead will be a key stakeholder in the development, implementation and ongoing management of the overall wastewater management national strategy and policy. This Role will cover the South East Midlands Region.


Main Duties and Responsibilities

  • Responsible for regional aspects of delivery of the WWSCL Programme of Work; managing timelines, risks, issues, stakeholder management and quality. This includes identifying and engaging with licensed and unlicensed Trade Effluent Producers in the Region, incident investigating, planning and completing a risk based audit programme, managing and reporting on compliance metrics for the region and supporting Trade Effluent Customer Billing.
  • Manage any associated budgets and staff, reporting on variances and identifying opportunities for efficiency.
  • Design, develop and manage WWSC licensing, compliance and enforcement plans in a region, as agreed with the National Manager, in order to address operational, legal, environmental and reputational risk.
  • Work with the stakeholders in Asset Operations, Asset Management, Environmental Regulation, Asset Delivery, Corporate Communications, SLA partners and DBO sub-contractors in the implementation of a proactive WWSCL programme of work and to identify root causes of incidents or failures and implement corrective actions to prevent recurrence.
  • Act as the regional liaison with external stakeholders, inter alia, trade representative bodies, chambers of commerce, NGO’s.
  • Establish and maintain relationships with regulators including the EPA, NWCPO, WERLAs, HSE and local authorities with regard to incidents suspected to be related to trade effluent.
  • Provide updates to the Environmental Regulation as required to assist with compliance reporting requirements to the EPA, HSE, IFI etc.
  • Act as Uisce Eireann’s point of escalation within the region for all trade effluent and related issues.
  • Responsible for performance management of 3rd party external service providers for a relevant programme in a region.
  • Lead negotiations around the implementation of optimal source control strategies, including on-site investment, by significant trade efflunt producers, with CEO’s, MD’s, Finance Directors and business owners of multinational and large SME’s.
  • Contribute, as required, to the development of national WWSCL policies, strategies and standards in conjunction with Asset Planning.
  • Review licence applications, End User Agreements and Tankered Waste Agreements and provide input accordingly.
  • Provide input to the Annual Service Plan in relation to the provision of competent and authorised persons.
  • Provide regular progress reports to the National Manager and senior management, as required.
  • Support the resolution of incidents with licensees, including representation of Uisce Eireann in court and acting as an expert witness as required.
  • Promote source control awareness in the region through attendance at professional and technical conferences, sectoral events and through other environmental initiatives.
  • Ensure programmes are in line with HSQE (Health, Safety, Quality, Environment) procedures.
  • Perform other such duties in relation to WWSCL, as may be required by the business.

General Duties and Responsibilities

  • Collaboration with key internal stakeholders across the UÉ business.
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
  • Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
  • Other duties as required.

Knowledge, Skills and Experience

  • Relevant third level qualification ideally scientific or engineering qualification, or equivalent.
  • Minimum 5 years’ experience in technical, scientific or engineering in the wastewater/environment or HSQE sector. Postgraduate, management or Environmental Enforcement experience may also count towards this requirement.
  • Experience in encouraging teamwork and knowledge-sharing to enhance team performance. Evidence of motivating colleagues to achieve shared goals and improve outcomes.
  • Deep technical knowledge of either wastewater process, environmental regulation or environmental management with an ability to quickly grasp issues that affect operational risk.
  • A thorough understanding of the regulatory framework supporting the management of trade effluent combined with the ability to understand business operations and the commercial viability and impact of technical / professional decisions.
  • Proven track record of dealing with complex issues, multiple stakeholders both proactively and in a timely fashion, along with the ability to communicate multi-disciplinary information to others.
  • Strong history of programme management, planning and delivery including performance management, relationship management, negotiation, conflict resolution and change management.
  • Proven track record in identifying opportunities for process improvements and innovation.
  • Strong background in upholding organisational values through decision-making and constructive actions.
  • Excellent verbal and written communication skills.
  • Experience in taking ownership of safety responsibilities and contributing to continuous improvement initiatives. xcfaprz
