IT Project Manager (EHRM-IO) This position is in the Electronic Health Record Modernization Integration Office (EHRM-IO), under the Office of the Deputy Secretary of VA (DEPSECVA). The incumbent serves as an IT Project Manager, physically located in a VA‑owned or leased office/space with a travel requirement of up to 75% official travel.
Responsibilities
Manage IT projects related to maintaining, creating, and implementing an efficient Electronic Health Record system to meet the mission requirements of EHRM-IO’s long‑range projects.
Collaborate with internal and external VA stakeholders, the Department of Defense, Cerner, the Office of Management and Budget, and private sector consultants to ensure efficient completion of high‑level responsibility projects.
Evaluate, analyze, and develop functional specifications impacting current system architecture and future operations.
Initiate and manage IT projects and special technical studies related to the EHRM‑IO mission, covering deployments, new/enhanced solutions, integrations, transition to sustainment, technical operations, domain operations, and infrastructure.
Conduct program and project research and performance analysis, deliver guidance for process improvement, and manage implementation of that guidance.
Provide guidance to EHRM‑IO staff on critical enterprise initiatives affecting VHA employees and veterans.
Coordinate presentation of long‑range and annual work planning and IT capabilities to advise on program resources and management matters.
Collaborate with schedule and risk SMEs to manage risk and issues per EHRM‑IO Risk and Issue Management guidelines, develop resolution or mitigation plans, and actively manage mitigation activities.
Ensure compliance with Federal, VA laws, regulations, policies, standards, and procedures, including Section 508 accessibility.
Make recommendations to address trends and new technologies within agency policies, plans, and strategies.
Resolve IT management and operational issues directly with senior managers throughout VA and across federal agencies.
Serve as an advisor to EHRM‑IO leadership, communicating efforts and ensuring qualitative fulfillment of objectives of the EHR program.
Qualifications
U.S. citizenship required.
No educational substitution at this grade level.
Experience managing IT projects within healthcare or large federal agencies.
Knowledge of VA/EHR system architecture, system integration, and project risk management.
Ability to develop functional specifications, conduct performance analysis, and recommend process improvements.
Strong communication skills, including presentation of technical information to senior leadership.
Familiarity with federal regulations, VA policies, Section 508 compliance, and change management practices.
Valid identification documents for I‑9 and security screening; compliance with background/security investigation.
Physical requirements: None essential for job performance; accommodation available.
Seasonal influenza vaccination may be required.
Security clearance: Other (required).
Employment Details Work schedule: Monday‑Friday, 8:00 a.m. – 4:30 p.m. Compressed/Flexible scheduling available. Telework may be authorized pending discussion during interview; the position is not virtual. The role includes up to 75% official travel. Eligible for a 1‑year probationary period.
