Overview The State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS) is currently accepting applications for an Application Developer (Information Technology Analyst 2) position to join the team, in service of the Workers' Compensation Commission (WCC). The Application Developer (Information Technology Analyst 2) role will collaborate closely with other Application Developers, participate in cross‑training, and progressively assume responsibility for supporting and enhancing applications for which source code and documentation are available. This role is well‑suited for someone who is comfortable learning unfamiliar systems, contributing to modernization efforts, and creating high quality technical documentation that supports long‑term maintainability.

Responsibilities
Be an integral part of a tight‑knit team with members focused on application development and production support, database administration, and workforce enablement.
Perform application design, development, maintenance, and support.
Partner with both technical and non‑technical staff at all levels.
Understand application needs, produce functional requirements documentation, develop and test applications and integrations, and report statuses and time estimates.
Prepare development, testing, and production application environments, and promote code from one environment to the next.
Investigate and resolve production support issues.
Create and maintain training documentation for users.
Learn and cross‑train with other application developers.
Perform related duties as required.
Act as liaison to hardware and/or software vendors, system developers, programmers and user community.
Evaluate and recommend products.
Participate in Request for Proposal (RFP) process.
Assist in estimating cost for annual budget.
Identify and implement opportunities for cost savings.
Conduct system performance analysis, tuning and storage management.
Assist staff and customers in use of computer systems and software packages.
Train operators, IT staff, and end users on new procedures.
Participate in recovery activities.
Participate in the evaluation of new, related technologies.
Analyze requirements and design systems.
Participate in or coordinate project planning sessions with customers, analysts and team members to analyze requirements and provide design recommendations for moderately complex systems.
Provide technical consultation on moderately complex issues regarding the usage of the infrastructure, integration of applications systems into the infrastructure, etc.
Participate in system integration testing of operating system, system utilities, hardware upgrades as well as new software and hardware technologies.
Work with project team to define and design scope for each project.
Plan, coordinate and schedule assigned projects.
Coordinate resources for projects.
Ensure timely completion of all phases of projects.
Evaluate and recommend vendors.
Perform related duties as required.
Provide second or third level support for network connectivity, or related network issues for the user community.
Diagnose and resolve moderate network problems utilizing traces, hardware diagnostic tools, software aids, network management systems and utilities.
Coordinate the installation and maintenance of network components.
Analyze network activity.
Analyze capacity planning and facilities bandwidth requirements and system interdependencies.
Manage, maintain and contribute to network system documentation.
Develop back‑up procedures for LAN servers.
Analyze the recovery and reliability capability of systems and network services and make recommendations for improvement.
Recommend hardware and software purchases in support of remote access.
Configure and certify wiring.
Participate in projects which call for troubleshooting, installing, implementing, administering, and maintaining network systems.
Assign file access controls, encryption keys and other security attributes.
Maintain host and/or front‑end processor communications software.
Monitor network traffic for malicious activity.
Perform related duties as required.
Assist in developing, testing and maintaining agency disaster recovery plans (DRP) designed to restore IT system operability.
Assist with development of processes and procedures in support of IT Business Continuity Planning.
Perform functions in support of platform recoverability assessments and Business Impact Analysis (BIA) to determine and assess the impacts associated with disruptions to business functions.
Perform functions in support of risk analysis of IT environments by assessing administrative, technical and physical safeguards.
Assist with IT investigations to include maintaining chain of custody procedures.
Perform forensics and documenting detailed reports of findings.
Monitors network activity for malicious activity.
Perform related duties as required.
Perform functions associated with vulnerability and security risk assessments.
Perform functions in support of investigative and forensics activity.
Maintain host and/or front‑end processor communications software.
Develop and maintain documentation and manuals necessary at operational level.
Develop and maintain database parameters, prototype designs, and provide basic database support and troubleshooting.
Perform backup and recovery on database management systems.
Configuring database parameters, prototype designs.
Perform related duties as required.
Analyze and debug complex software programs.
Minimum Qualifications – General Experience
Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT‑related support area.
Minimum Qualifications – Special Experience
One (1) year of the General Experience must have been performing professional information technology work in such areas as: installation and support of microcomputer hardware, software and operating systems; analysis, design and development of information systems; network hardware and software installation and support; network hardware and/or software problem diagnosis and resolution; performing any closely related professional IT function.
Minimum Qualifications – Substitutions Allowed
College training in management information systems, computer science or information technology‑related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one‑half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.
Preferred Qualifications
Experience maintaining applications built on legacy development platforms.
Experience developing applications using Microsoft .NET technologies such as C# or Visual Basic.
Experience writing and optimizing queries and stored procedures in Structured Query Language (SQL Server).
Experience leading technical portions of a system modernization or migration project.
Experience creating and updating system specifications, user guides, or process workflows.
