We are seeking a Business Analyst to support continuous improvement projects within the Unclaimed Property and Field Enforcement Divisions of the Comptroller of Maryland. You will work alongside State staff to analyze, document, and improve business processes, develop detailed standard operating procedures (SOPs) and support the rollout of new or enhanced tools and workflows. The role is ideal for someone who enjoys process improvement, documentation and working with both business and technical stakeholders. You will split your time approximately 50/50 between the two divisions and will deliver at least two significant projects per division during the contract. Key Responsibilities: Project & Process Improvement: Identify, prioritize, and execute continuous improvement projects in both divisions. Analyze existing business processes to improve efficiency, accuracy, security and internal controls. Develop project proposals with clear, measurable objectives and performance metrics. Reengineer business processes to improve: Efficiency and throughput Data accuracy and quality Cost-effectiveness Employee satisfaction Documentation & Training: Develop comprehensive, detailed Standard Operating Procedures (SOPs) for key workflows. Create training materials and process documentation for business users. Tools & Technology Support: Work with business and technical staff to develop or enhance tools and workflows using existing applications, which may include: Microsoft Excel, SharePoint, Power BI, ServiceNow, KAPS Revenue Premier. Support quality assurance (QA) testing and the design of business processes migrating into new applications. Reporting & Close-Out: Prepare close-out reports for each project, including: Results vs. objectives/metrics Recommendations and next steps Identified risks and opportunities Collaboration: Work under the direction of a State Project Manager, who will assign work and priorities. Collaborate closely with State staff, technical teams and other stakeholders. Requirements: Required Qualifications: 3+ years of experience in at least one of the following: Business process analysis and documentation Development of Standard Operating Procedures (SOPs) Business process reengineering / continuous improvement Bachelor's degree from an accredited four-year college or university in: Business Administration or a related field (e.g., public administration, management, information systems, etc.) Current professional certification, such as: CBAP (Certified Business Analysis Professional) PMI-PBA (Professional in Business Analysis) CAPM (Certified Associate in Project Management) Or other relevant BA/PM certification. Preferred Qualifications: 3+ years of experience serving as a Project Manager or having primary responsibility for the timely and effective execution of complex tasks or projects. Experience working with government agencies, especially in finance, taxation, compliance or enforcement. Familiarity with tools such as Excel, SharePoint, Power BI, ServiceNow and other case or revenue management systems.
