SUMMARY OF POSITION
The Business and Data Analytics Manager serves as a key member of the Development Services Division's leadership team and oversees the Division's strategic services team. This position directly and positively impacts the Division's customers through the provision of critical strategic services which allow Division-employees to work smarter and more efficiently. The position oversees the Division's data analytics and accessibility efforts; the operation of critical business systems and processes; the provision of "white glove" services for important development projects; and the provision of strategic internal services including, but not limited to the training and empowering of Division-wide employees to achieve higher levels of performance thereby ultimately benefiting our customers. The position supervises several technical staff within the Development Services Division.

Essential Functions/Knowledge, Skills, & Abilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supervises technical staff members who provide a variety of strategic internal services to the entire Development Services Division and its four component departments (Building Inspections, Code Services, Engineering, and Planning) including, but not limited to development project coordination services, GIS support, data analysis and reporting services, coordination regarding the City's land management software system, and training and assistance regarding the Division's focus on continuous improvement.
Oversees the operation of an internal consulting service, providing Development Services Division's departments with support regarding the City's land management software system and other similar software solutions, GIS, data reporting and analysis, continuous performance and process improvement, and development facilitation.
Oversees the provision of support services aimed at furthering the Division's emphasis on innovation, customer-focused continuous improvement, and the utilization of data to improve decision-making.
Develops, oversees, and implements new and innovative programs and services that emphasize creative problem solving. Solicits departmental participation to continuously improve the Division.
Facilitates meetings regarding the provision of strategic internal services and delegates work duties arising from these meetings.
Participates in establishing Division-wide strategies and processes through data modeling and implementation, leveraging analytics tools and technologies as well as Lean Process Management concepts.
Supports Division-wide business data projects and helps to bring the appropriate resources and quantitative methods to the table.
Oversees efforts to identify, collect, report, and analyze data which are aimed at improving performance and process management.
Assigns and monitors data projects, data access, mathematics/quantitative/programming work required to complete a project or improve operational performance.
Oversees the ongoing operation of critical business systems, facilitates resolution of issues with business systems, and ensures that internal teams are notified of business systems problems and potential resolutions.
Identifies and works to implement new business systems which improve the efficiency of Division-wide staff and the services provided to customers.
Oversees the identification, development, and implementation of improvements to processes and workflows, including policies, procedures, or regulations, focusing on process improvement.
Oversees the development and implementation of staff training and professional development utilizing Lean Process Management concepts.
Creates and implements long and short-range plans for the provision of a wide variety of strategic internal services.
Oversees employees who also serve as a resource for critical economic development projects and a liaison to the Development Community to ensure that projects are progressing through the City's development process as efficiently as possible.
Oversees the development and implementation of a regular customer outreach program which elicits real-time feedback regarding critical processes and programs included within the City's development process. Ensures that this feedback is shared appropriately with the appropriate internal departments so that processes and programs may be regularly improved.
Provides timely, accurate, and thorough performance evaluations for supervised employees.
Conducts, oversees, and implements special projects as directed by the Executive Director of Development Services.
Complies with all written City policies and procedures.
Adheres to assigned work schedule as outlined in City and department attendance policies and procedures.
Performs other duties as assigned.

Required Qualifications
MINIMUM QUALIFICATIONS
Any work-related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute for the below specified education and experience requirements.
Bachelor's Degree in a development-related field (e.g.: planning, engineering, architecture); Business Administration; or Math, data science, or statistics.
Five (5) years of progressive experience in the development, process management, or data science industries, including two (2) years supervisory experience.
Certification in Process Improvement and Management including, but not limited to Lean Six Sigma and/or Denver's Peak Academy or the ability to obtain said certifications within one year of hiring.
PREFERRED QUALIFICATIONS
Extensive experience in the management of development and permitting workflows for a municipality.
Extensive experience in statistical modeling, data science programming (Python/R/SQL/others), building complex dashboard and data automation schedules in Tableau or other visualization platforms, writing technical papers or other related fields.
Extensive experience in Lean Process Management, Lean Six Sigma, or Agile Project Management.
CONDITIONS OF EMPLOYMENT
Must pass a drug screen, driving record check, and background check.
Must have a valid Texas Class C driver's license.
Physical Demands/Supplemental
PHYSICAL DEMANDS
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks involve extended periods of time at a keyboard or workstation. Stoops, pull, pushes, reaches, kneels, and crouches to pull files from bottom drawers.
Some tasks require visual and sound perception and discrimination and oral communications ability.
WORK ENVIRONMENT
There is limited exposure to environmental conditions.
