WHO WE ARE
The Office. The Montgomery County Government Office of the County Attorney is among the premier local government legal offices in the United States. Representing one of the nation's largest local governments, with an annual budget that presently exceeds $7 billion, attorneys in Office of the County Attorney are called upon to handle a wide variety of matters, many of which involve exciting and novel areas of the law. The Office provides legal advice and representation to all County departments, agencies, instrumentalities, boards and commissions, including the County Council, and all their employees. The Office also provides legal defense for cases involving Montgomery County and other governmental entities which participate in the Montgomery County Self-Insurance Program (including the Board of Education for Montgomery County, Montgomery College, and the Housing Opportunities Commission) and all their employees
The Division. In addition to the County Attorney and the Deputy County Attorney, personnel in the Administration Division consist of non-attorneys who provide clerical, secretarial, budget, finance, and information technology support for the Office.
WHO WE ARE LOOKING FOR
The Office of the County Attorney is currently recruiting for an experienced full-time manager to provide information technology services for the Office. The IT Manager position is responsible for overseeing and ensuring the smooth operation of IT systems (software and hardware) within the Office of the County Attorney, including applications managed by the County IT Department. This role involves managing the organization's technology operations, implementing IT strategies, and ensuring that the IT systems are efficient, secure, and reliable. The IT Manager works closely with other departments and senior management to align IT goals with the organization's objectives.

- Strategic Planning: Develop and implement IT strategies that support the organization's business goals and objectives. This includes creating and managing the IT budget, forecasting future IT needs, and staying informed of emerging technologies.
- Team Management: Lead and manage the IT team (2 employees), including hiring, training, and evaluating staff. Ensure that the team has the necessary skills and resources to perform their duties effectively.
- System Administration: Oversee the installation, configuration, and maintenance of the organization's IT systems, legal case management system, SQL database, Microsoft Windows server, software applications (on-prem and Saas). Ensure that systems are secure, and that data is backed up regularly.
- Technical Support: Provide technical support and guidance to staff and departments. Resolve IT-related issues promptly and efficiently and ensure that all support requests are properly documented and tracked.
- User Training: Provide user training and develop training documentation.
- Vendor Management: Manage relationships with IT vendors and service providers. Negotiate contracts, monitor performance, and ensure that services are delivered as agreed.
- Security Management: Implement and enforce IT security policies and procedures. Monitor the organization's IT infrastructure for security threats and vulnerabilities and take appropriate action to mitigate risks.
- Project Management: Plan and execute IT projects, ensuring that they are completed on time, within budget, and meet the organization's requirements. This includes coordinating with other departments and stakeholders.
- Change management: Align IT initiatives with organizational goals. Implement robust solutions by seizing opportunity. Communicate and educate stakeholders and potential users.
- Compliance and Policies: Ensure that the organization's IT practices comply with relevant laws, regulations, and industry standards. Develop and enforce IT policies and procedures.
- Reporting: Prepare and present regular reports on IT performance, projects, and initiatives to senior management. Provide insights and recommendations for improvement.
Education: Graduation from an accredited college or university with a bachelor's degree.
Experience: Five (5) years of progressively responsible professional and hands-on experience in information technology, application, database, and project management, preferably working as Information Technology project manager in a legal department of a government agency or private law firm. The hands-on experience includes Microsoft SQL and Azure database, on-prem client server application, web application development including PowerApps and SharePoint.
Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview PreferencesThe applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:
- Experience in working with legal professionals to manage their IT systems, such as case management system (e.g. ProLaw, Legal Files), and understand the litigation work processes including electronic discovery and the Electronic Discovery Reference Model ("EDRM").
- Experience in providing hands-on training to users and developing training documents.
- Experience in planning and managing department's information technology resources and requirements including planning annual IT budget, goals, and objectives.
- Experience in managing IT projects and providing guidance to developers on project design, implementation, acceptance testing and monitoring.
- Experience in working with Microsoft 365, Office Suite, Cloud Services (Azure, SharePoint, Teams), SQL database, Windows Servers.
- Experience in Copilot Studio, building agents, Copilot integration into Office 365 and be able to provide training to users.
- Bachelor's degree in information technology (IT) or related fields.
