The Air Force Civilian Service (AFCS) is looking for a full-time Business Intelligence Analyst, GG-0132-14 located at in the Secretary of the Air Force's Office of Competitive Activities (SAF/OC), Pentagon, Arlington, VA.
NOTE: Position is expected to relocate to Chantilly, VA, in late 2026. Situational Telework may be authorized on a temporary bases due to limited facility space.
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
We are seeking an innovative and experienced leader to serve as an Business Intelligence Analyst for Commercial & Economic Analysis (OCEA) to conduct research, analysis, and project management to uncover market-based insights and strategic advice to DAF Senior Leaders. The primary purpose of this position is to establish and lead the strategic vision for our market-based and economic analytic efforts, integrating deep commercial and economic analytic expertise with a strong intelligence background. The ideal candidate will see the bigger picture-aligning with Department of Air Force (DAF), SAF/OC, and OCEA goals-to envision new and better ways to contribute to the DAF's understanding of complex commercial markets and plugging those into established intelligence processes when applicable.

Must be able to obtain/maintain a Top Secret/SCI clearance

This position is designated by the Air Force as a testing designated position under the Air Force Civilian Drug Testing Program and is subject to random drug testing
Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
Extensive knowledge of the Department of Defense Planning, Programming, Budgeting and Execution System (PPBE) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, narratives, offsets and disconnects, and issue papers.
Comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, to the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices such as Intelligence, Surveillance & Reconnaissance systems; Special Communications; Collection Management and Operations; All-Source Analysis; Multi-INT integration; Cyberspace Operations; Information Systems; Foreign Language Exploitation; Data Engineering; PPBE, acquisition, special operations, or similar operations.
Education and/or extreme knowledge and/or experience in the Management and Program Analysis Series field, as it applies to RDT&E projects and efforts within the intelligence arena, and a comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired.
