About this Job The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Applications and Data Management Section. Req. 218389
The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff. This position is in the Office of Technology Services, Application and Data Management (AppDM) Health Cluster. The incumbent is responsible for providing advanced technical services for the assigned application systems and program areas. It requires advanced systems analysis and development of several diverse automated systems working in an independent manner that requires a multi-layered technical skill set and a knowledge base across multiple applications and departmental programs.
This incumbent is responsible for supporting the web-based automated systems for the six agencies comprising the Louisiana Department of Health (LDH) and the Governor's Office of Elderly Affairs (GOEA). The incumbent will provide technical advice to program staff, developers, and analysts.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state's capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Two years of experience in information technology; OR
Six years of full-time work experience in any field; OR
An associate's degree in information technology; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information Job Duties:
Serves as a lead applications developer supporting statewide systems for agency programs, ensuring reliable design, development, and maintenance of enterprise applications. Designs, codes, compiles, tests, and debugs software applications in accordance with established Software Development Life Cycle (SDLC)standards and user requirements. Participates in business requirements analysis sessions and collaborates with program staff, contractors, and technical teams to plan and implement application system enhancements. Develops and maintains web-based and database-driven applications, including modifying SQL tables and structures to support new functionality and system improvements. Implements Change Management procedures, including the development of Standard Operating Procedures (SOPs)for review and approval prior to system updates or deployments. Coordinates system migrations, environment updates, and application deployments, ensuring minimal disruption to statewide operations. Conducts code analysis, quality assurance reviews, and technical evaluations of deliverables, design documentation, project plans, and change requests. Troubleshoots system functionality and performance issues, identifying root causes and implementing effective technical solutions. Supports User Acceptance Testing (UAT)activities and collaborates with technical and program staff to validate system functionality and readiness for implementation. Compiles and supports the distribution of federally mandated reports and system-generated data, and performs special projects, analyses, and technical studies as assigned. Position-Specific Details:

This vacancy may be filled by job appointment, which is temporary in nature not to exceed 48 months. If filled as a job appointment, the position may be converted to a probational appointment provided a vacant position becomes available and funding is available.
This is a temporary full-time, on-site position located in the Greater Baton Rouge area. Career Progression:
This vacancy participates in a career progression group and may be filled from this recruitment as a IT Statewide Applications Developer 1, 2, 3 or 4.
Applicants who do not meet the minimum education or experience qualification may receive experience credit from Civil Service approved certifications for up to two years of experience, which may substitute for the bachelor's degree.
