Responsibilities:
The Business Analyst (BA) with Quality (testing) Analyst (QA) skills to assist the Senior Project Manager on two (2) PeopleSoft projects (Procure to Pay and Time & Attendance). The scope of the Procure to Pay project will provide real-time solution where one didn't exist before, as well as consolidate a matrix of tools with a more cost-effective contract and supplier mgmt. software that will integrate workstreams to increase efficiencies, reduce risk, improving reporting and solicitations. The Time and Attendance project will provide the Met Council with a featured, modern timekeeping system and real time system to track all types of leaves. This will be done within the framework of the Business Process Systems Integration (BPSI) program and consider the linkages and interactions with the other systems and processes being developed by the program.
Requirements of the Role:
Meet regularly with project team members, vendors, and/or stakeholders to analyze, map and document current state of technology systems and business processes.
Proven investigative and analytical skills - in order to access and yield finding from various sources of information
Ability to illicit, drive and facility Joint Application development (JAD) sessions
Ability to help drive and/or facility the development of strategic project activities, and artifacts such as: Unified Modeling Language (UML) Diagraming, Business Requirement Document (BRD), Functional Specifications Documentation (FSD), Use Case, Business Case, Feasibility Studies, Gap Analysis, etc.,
Must understand the Software development lifecycle (SDLC) and be able to work in a waterfall and/or Agile environment
Work with HR and Technology partners across Met Council to support the replacement of multiple timekeeping solutions and the implementation of PeopleSoft Timekeeping and Absence Management
Work with Procurement and Technology partners across Met Council to support the implementation of eProcurement, Contract Management, Supplier Portal and Strategic Sourcing
Must understand requirement traceability matrix and be able to create and maintain test cases
Must be able to build consensus across groups on future state workflows and business processes.
Assist with technology strategic roadmap planning ensuring alignment with business capabilities and technology needs.
Identify and develop asset performance measures, key performance indicators, quality assurance metrics, and improvement measures across multi-functional teams.
Assist in developing and providing operational and regulatory report capabilities (flow charts, statistical trend analysis, dashboard) relating to asset management.
Perform functional requirement gathering activities for projects and initiatives, developing standardized use cases that can be utilized by implementation teams ensuring regulatory compliance.
Must have data work and/or migration experience to include understanding of ROT (Redundant, Obsolete, and Trivial data) cleansing , Flat File data review, dataset identification and ETL (Extract, Transform, Load) work
Consult and coordinate with managers, supervisors, and other departments on business requirements and opportunities to improve asset management business practices.
Hybrid work environment; 2-3 days in the office per week desired
Must be local candidate or cover their own travel expenses.

Level of Education: B.S. or B.A. Degree, or 10 years relevant experience
Certification: Degree program or relevant certification dependent on role
Years of experience in Position Title: Eight years of experience in a Business Analyst role, experience with public sector preferred but not mandatory
