*Location:* San Diego, CA
*Position Summary:*
We are looking for a *Program Management Consultant / SAFe Scrum Master* to serve as a critical enabler for Integrated Product Team (IPT) leadership, combining disciplined program management, Agile facilitation, and cross‑functional coordination to drive successful delivery of complex IT initiatives. This role supports the NEN OCONUS IPT and Product Team as a trusted advisor, operational integrator, and delegated representative, ensuring that strategic priorities, daily tasking, and long‑range planning are executed in alignment with program objectives.
*Minimum Requirements:*
* *Active Secret Clearance*
* 3+ years of experience supporting the US Navy or DoD
* 3+ years of experience with IT project management
* Experience planning, scheduling, coordinating, and delivering IT projects
* Ability to work independently with minimal direction, and help lead a team
* Ability to anticipate, mitigate, and resolve risks and conflicts across workstreams
* Bachelor's degree
*Additional Requirements (preferred):*
* SAFe Program Consultant Certification
* SAFe Certified Scrum Master
* Project Management Professional (PMP) Certification
*Essential Functions:*
* Provide comprehensive program management support to IPT leadership, including process review and improvement, documentation updates, senior‑level briefing development, and organizational personnel coordination.
* Facilitate Agile ceremonies, including sprint planning, daily stand ups, backlog refinement, sprint reviews, and retrospectives, ensuring adherence to SAFe principles and continuous improvement practices.
* Partner with Product Owners (POs) and technical leads to maintain healthy backlogs, establish program increments, and support the development of program baselines.
* Identify, track, and help mitigate risks, dependencies, and impediments across workstreams, escalating issues when necessary to maintain delivery momentum.
* Promote Agile best practices, team accountability, and a culture of transparency, collaboration, and iterative delivery.
* Travel CONUS and OCONUS to support conferences, technical exchanges, and working groups in locations such as Charleston, Washington D.C., Naples, Rota, and Yokosuka.
* Other duties as assigned.
* Must be based locally in San Diego, CA.

Pay: $90,000.00 - $110,000.00 per year
