This position is in the Electronic Health Record Modernization Integration Office (EHRM-IO), under the Office of the Deputy Secretary of VA (DEPSECVA) where the incumbent serves as an IT Project Manager.
Duties

Duties include but are not limited to;
The incumbent manages IT projects relating to maintaining, creating, and implementing an efficient EHR to meet mission requirements of EHRM-IO's multi-million-dollar long range mission products and services. He/She collaborates with internal and external VA stakeholders, Department of Defense (DoD), Cerner and Office of Management and Budget (OMB) and private sector consultants to account for and ensure efficient completion of projects of high-level responsibility and autonomy. The incumbent evaluates, analyzes, and develops functional specifications which impact current system architecture and future system operations. IT Project Manager] Initiates and manages IT projects as well as special technical studies related to executing the EHRM-IO mission. Projects cover a wide area of scope within EHRM workstreams including but not limited to deployments, new/enhanced solutions and capabilities/integrations, transition to sustainment projects, technical operations, domain operations, infrastructure. Conducts program and project research and performance analysis, delivers guidance for process improvement, and manages the implementation of that guidance. Provides guidance to EHRM-IO staff on critical enterprise initiatives impacting all Veterans Health Administration (VHA) employees and the Veterans they serve. Provides expertise and guidance on IT and organizational management concepts, practices, and procedures. Coordinates and/or conducts presentations in long range and annual work planning and IT capabilities to advise on the proposed formulation, management and execution of program resources (personnel and funding) and other management matters through an understanding of requirements and policies based on capabilities and resources. Collaborates with Schedule and Risks SMEs to manage risk and issues in accordance with the EHRM-IO Risk and Issue Management guidelines. Develops detailed risk and issue resolution or mitigation plans. Actively manages mitigation plan activities. Evaluates, monitors, or ensures compliance with Federal, VA laws and regulations, policies, standards, or procedures; Identifies standards or requirements for infrastructure, technical configuration or technical change management, Section 508 Accessibility compliance. Monitors changes in Federal legislation and regulations, as well as agency-level guidance, policy, regulations, and directives for potential impact on EHRM-IO policies. Makes recommendations to address trends and new technologies within the context of Agency policies, plans, and management strategies. Resolves IT management and operational issues directly with senior level managers throughout EHRM-IO, VA and across federal agencies. Serves as an advisor to EHRM-IO leadership communicating efforts and ensuring qualitative fulfillment of objectives of the EHR program supporting technical transition from existing VA supported applications to the new applications. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2026.
Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrates proficiency in initiating and managing IT projects, conducting technical studies, and managing the preparation of project documentation, including evaluating, analyzing, and developing functional specifications impacting current systems architecture and future operations. Demonstrated experience adapting new concepts, policies, processes, and best practices related to EHR project management. Experience providing guidance on IT and organizational management concepts, monitoring performance metrics, and managing risk and compliance. Experience in project integration, reporting, and providing strategic IT assessments to leadership. Experience demonstrates thorough understanding of federal laws, policies, and guidelines to ensure compliance and effective management of IT operations and project initiatives.
