The Project Manager III (PM III) holds a key role within the HHS IT Project Management Office (PMO), undertaking advanced project management duties of varying complexity. This position oversees IT projects to ensure approved scope is delivered punctually, within budgetary constraints, and in accordance with defined requirements.
Exercising moderate discretion and independent judgement, the PM III provides effective leadership and applies extensive project management expertise to achieve desired project outcomes.
The Project Manager III is the liaison between IT project teams and stakeholders at all levels, both inside and outside the organization. This role works across teams and divisions in a matrixed environment, consulting, negotiating, advising clients, ensuring quality assurance, planning, and managing projects in line with IT PMO standards. Duties include overseeing scope, timelines, and budgets, preparing reports, reviewing schedules, managing documentation, coordinating with stakeholders, and carrying out additional assignments as needed. An ideal candidate is organized, motivated, a strong leader, and skilled at building relationships and solving problems within complex organizations. This position is based in the Austin office.
Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
40% Provides leadership and expertise in project management.
Project management involves the full spectrum of industry-accepted principles of project management including initiation, planning, execution, control, and closing assigned projects and subsidiary components. These activities include, but are not limited to, defining and managing: scope and customer expectations; work breakdown structures; detailed project schedules; resource plans; project plans; communication plans; budgets and cost tracking; presentations and briefings; metrics reporting; risk / issues and associated mitigation activities; quality control; change management processes; customer acceptance; lessons learned; and project documentation. Coordinates various levels of projects including multi-million-dollar projects and oversees the planning and initiation of project deliverables, including cost estimates and projections. Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them. Directs, develops, and evaluates projects utilizing accepted project management methodologies.
30% Monitors and manages projects to completion.
Compiles and distributes project information, status reports, and project budget expenditures. Manages project cost to ensure project completion within budget. Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications. Obtains authorization and commitment and demonstrates business need and project feasibility. Reviews and recommends proposals and bids to management.
20% Develops and implements plans to communicate and explain project methodology and processes to interested groups and team members.
Creates documentation procedures to capture and deal with changes in original project plan. Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments. Coordinates with other HHS agencies, and DIR to assure policies, standards, procedures, and activities and required reports conform to and are consistent with state requirements. Develops guidelines, procedures, policies, rules, and/or regulations and monitoring for compliance.
10% Advises, consults and negotiates with agency customers on project activities.
Ensures project management methodologies are followed and are consistent with agency, enterprise and DIR plans, standards and guidelines. Provides leadership to internal and external teams / committees across the agency and HHS enterprise to ensure projects are coordinated, efficient and meet service level objectives. Maintains up-to-date knowledge of other HHS agencies IT-related projects and negotiates sharing of resources to achieve objectives across agencies.
Knowledge, Skills and Abilities (KSAs):
Knowledge of effective waterfall, agile, and hybrid project management principles. Knowledge of project management theories and practices applicable to small, medium, and large-sized projects. Knowledge of project management theories of systems and procedures used to evaluate a third-party vendor's performance. Knowledge of related state and federal laws, regulations, policies, rules and requirements as well as the Texas legislative process. Knowledge of process improvement or quality assurance systems. Knowledge of strategic planning, budget management and human resource management. Knowledge of the principles of leadership and how to effectively interact with various leadership styles. Skill in conflict resolution. Skill with comprehending, interpreting, and applying various project, quality, and model-based methodologies, critical thinking, and problem-solving skills to complex issues within a fast-paced, deadline-driven, information technology environment. Skill in project management execution and task prioritization. Skill in synthesizing information and implementing approaches that make the most efficient use of limited resources. Skill in using a PC and Microsoft Project, Excel, Outlook, PowerPoint, Vizio, and Word. Skill is using project portfolio management software to manage product and project information. Skill in performing quality assurance tasks. Skill in Executive communication and public speaking. Skill in managing multiple, overlapping, and competing priorities. Skill in identifying problems, evaluating alternatives, and implementing solutions. Skill in working collaboratively and cooperatively with diverse groups, serving as a change leader. Advanced skill with written and oral communication and the ability to communicate with all levels of an organization in a variety of formats. Ability to exercise sound judgment in making critical decisions. Ability to analyze complex information. Ability to develop plans to address identified issues. Ability to adapt to change or modify behavior in response to changes in situations or priorities. Registrations, Licensure Requirements or Certifications:
Project Management Professional (PMP), Agile Certified Practitioner (PMI-ACP), or Certified Scrum Master (CSM) preferred. Ability to obtain PMP or ACP certification within the first 12 months of employment if certification. Initial Screening Criteria:
Bachelor's degree in business administration, technology, healthcare, or related field OR directly related experience in business administration, technology, healthcare, or related field can be substituted for education on a year for year basis. Minimum 2+ years of demonstrated experience managing project performance and coordinating deliverables with multiple stakeholders is required. Additional Information:
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
