Overview GovCIO is thrilled to present an exciting opportunity for an Enterprise Applications Manager to support the Head Quarters Air Combat Command (ACC) Intelligence Directorate (A2). This role will be based in Hampton, VA and requires onsite presence. Responsibilities As an accomplished Applications Manager, you will take charge of managing application requirements, lifecycle processes, and strategic planning for a vast Department of Defense (DoD) enterprise network. Your strategic insights will significantly impact the capabilities delivered across the network, as you collaborate closely with the Program Management Office (PMO) and diverse stakeholders to ensure alignment with enterprise objectives. Key Responsibilities Lead and manage a diverse portfolio of enterprise applications that support DoD mission objectives. Work in partnership with stakeholders, users, and technical teams to gather, develop, and maintain application-level requirements. Evaluate emerging application needs to ensure they are in line with enterprise priorities and adhere to established architecture standards. Lifecycle Management Oversee the complete lifecycle of applications in your portfolio, including acquisition, deployment, sustainment, modernization, and decommissioning. Guarantee that all application documentation, baselines, and configuration controls meet DoD and organizational standards. Monitor system performance and gather user feedback to promote continuous improvement. Strategic Planning Create and maintain a 1-3 year strategic outlook for the portfolio encompassing capability planning, technology refresh, risk identification, and resource forecasting. Provide strategic recommendations to the PMO aimed at portfolio optimization and modernization initiatives. PMO Support Execute direct tasks from the PMO, offering timely updates, analyses, and decision briefs to keep stakeholders informed. Assist in budget planning and justifying investments while engaging in enterprise-level prioritization boards. Coordinate with engineering, operations, cybersecurity, and acquisition teams to ensure the synchronized execution of portfolio activities. Additional Duties Include: Leading project teams with effective assignment management. Working collaboratively to implement best practices for project execution. Adapting work approaches to align with customer IT restrictions regarding system development and deployment. Utilizing strong problem-solving skills and communication techniques to enhance team collaboration. Briefing senior military and civilian leaders on project developments and statuses. Researching and selecting optimal technical solutions to fulfill customer needs. Qualifications High School education with 6 to 9 years of relevant experience. Required Skills and Experience: Active TS/SCI eligibility is required. 6-9 years of IT project management experience overseeing multiple technical projects. Experience supporting DoD networks and enterprise IT environments. Familiarity with DoD lifecycle processes and requirements management frameworks. Excellent communication skills to effectively engage with both technical and non-technical teams. Preferred Skills and Experience: Technical background in networking. PMP or Agile certification (preferred). Current CompTIA Security+ certification. Experience with DoD NIPR, SIPR, and JWICS networks. Understanding of cybersecurity requirements and DoD architectural frameworks. Experience working with PMOs and leading cross-functional teams.
