Summary of Post The PPI Ignite Network is a funded All-Island partnership supported by the Health Research Board.
It brings together eleven higher education institutions, ten partner organisations, public contributors, community organisations and health researchers to strengthen the quality, consistency and impact of Public and Patient Involvement (PPI) in health and social care research across the island of Ireland.
Established in 2017, and expanded to become a Network in 2021, PPI Ignite has played a central role in embedding PPI within research systems through governance reform, institutional capacity building, shared learning infrastructure and inclusive leadership development.
The 2026-2031 phase marks a further stage of development, with an increased emphasis on system-level impact, inclusion, evaluation and international collaboration, with the goal of ensuring that PPI is embedded as a sustained and accountable feature of research practice rather than an isolated activity.
The All-Island Programme Manager will hold senior responsibility for the coordinated delivery of the Network's core infrastructure initiatives across the island of Ireland.
Working in close partnership with the All-Island Lead, the Programme Manager will combine strategic thinking with hands-on programme oversight.
A Research Assistant/Operations Officer (0.8 FTE) will support them in this role.
The role involves responsibility for delivery of All-Island initiatives, oversight of governance and reporting processes, and support for high quality and inclusive PPI practice across partner sites.
This position is a key Network appointment that requires both substantive expertise in PPI and strong administrative and organisational capability to ensure that the Network's ambitions are achieved.
Key Responsibilities Steward Central Office Initiatives Oversee delivery of key Central Office-led programmes, including (but not limited to): o The Seed Funding programme o The Learning Hub and associated training and shared learning activities o Membership pathways, onboarding and engagement processes o All-island capacity-building initiatives and shared resources Design and manage operational processes to ensure initiatives are delivered fairly, consistently, transparently and in alignment with Network priorities, values and principles Monitor performance and uptake, identifying areas for refinement or improvement Programme Delivery & Coordination Drive implementation of annual work plans across partner institutions Ensure deliverables and milestones are achieved within agreed timelines Identify operational risks and propose practical solutions Maintain alignment and coherence across thematic work streams and sites Governance, Reporting & Administration Lead preparation of consolidated reports to the funder and governance committees Coordinate and quality assure reporting inputs from all partner institutions Oversee monitoring of programme-level budgets in collaboration with host institution finance teams Lead coordination of the Network's monitoring and evaluation committee and process, including implementation of the agreed Impact Framework, collation of aligned data across partner sites, and preparation of analysis for reporting to the Steering Committee and funder Oversee refinement and operationalisation of the Network's Impact Framework, ensuring that it remains proportionate, aligned with strategic objectives, and used to inform programme development and decision-making Ensure compliance with funder and institutional governance requirements PPI Quality & System Development Provide leadership on inclusive and high-quality PPI approaches across Network activities Oversee development of practical resources and shared learning outputs where appropriate Contribute to the implementation of international exchange and collaboration activities Partnership & Representation Act as a central liaison between all partners other stakeholders.
Represent the Network at relevant All-Island and international in-person/virtual events and meetings, as required.
Support international exchange and collaboration activities led by the Network.
Central Office Oversight Provide line management and day-to-day oversight of Central Office staff and visiting researchers/students Develop and maintain effective operational systems and workflows Foster a collaborative, positive, and accountable working culture within the Central Office Undertake other duties as agreed with the All-Island Lead and consistent with the scope of the post Represent the best interests of the Network, Partners, and University at all times Knowledge & Experience (Essential) Significant experience managing complex programmes or research infrastructure initiatives.
Demonstrated understanding of Public and Patient Involvement (PPI) or participatory approaches.
Experience delivering structured initiatives (e.g., funding schemes, training programmes, membership frameworks, or comparable initiatives).
Experience preparing high-level reports and coordinating multi-partner reporting processes.
Experience overseeing budgets and monitoring delivery timelines.
Strong organisational capability combined with the ability to exercise independent judgement.
Excellent communication and relationship-building skills.
Knowledge & Experience (Desirable): Experience in Public and Patient Involvement (PPI), co-production, or participatory research practice Experience designing or managing structured initiatives such as funding schemes, training programmes, membership frameworks, or comparable capacity-building programmes Experience contributing to development or implementation of monitoring and evaluation frameworks Experience working within a distributed or multi-institutional network Experience engaging with public contributors, charities, patient organisations, community organisations, or civil society partners in governance or leadership contexts Experience in (inter)national-level policy engagement or system development Experience contributing to international collaboration or exchange activities Formal training or certification in programme or project management We are all too aware that imposter syndrome and the confidence gap can sometimes stop fantastic candidates putting themselves forward, so please do submit an application
