The Role

The Asset Management and Sustainability area is responsible for the development of asset policies, strategies and plans to determine the significant investment required into Ireland’s infrastructure. The area drives investment and the Sustainability and Innovation agenda for the organisation and leads on Environmental Regulation and Compliance activities, ensuring the quality of water and wastewater is continuously monitored.


The Water Network Management function is responsible for the strategic planning, prioritisation, and direction of Uisce Éireann’s Capital Works across the water supply networks. The function plays a key role in promoting collaboration and co-ordination of activities across the four asset functions as well as providing water network management expertise across Uisce Éireann. The function is accountable for ensuring the achievement of the outcomes and outputs associated with the delivery of capital investment in the water network in key areas such as leakage, mains rehabilitation and water network quality.


Reporting to the Water Network Portfolio Manager /Leakage Programme Technical Manager, the Water Network Management Lead Engineer plays a key role in promoting collaboration and co-ordination of asset planning activities across the three asset functions. This includes the development of the leakage strategy, roll-out of asset standards and policies, the use of common tools and the identification, approval and prioritisation of investment needs nationally. The role holder works closely with Asset Operations, Infrastructure Delivery and other third parties to deliver on services for Uisce Éireann customers and supports assessments and decision making in relation to leakage reduction and system capacity to support growth.


Main Duties and Responsibilities

  • Act as project sponsor through all the formal workshops in a project’s life.


  • Lead the development and support of processes for collecting and analysing asset data for strategic planning and risk assessment across all Water Network Management programmes.


  • Analyse and interpret data and information from various sources required for the completion of technical assessments and development of leakage action plans.


  • Perform technical assessments of assets to inform future investment needs, including prioritisation assessments for Leakage Reduction and Growth programmes, and identification of value opportunities.


  • Support continuous improvement of Drinking Water Safety Plans, Supply Demand Balance and Risk assessments.


  • Assist in preparation of business cases and capital investment approval papers for programmes delivered within the Water Service Below Ground Sub Portfolio.


  • Represent the Water Network Management team at meetings as required across the region and prepare information for submissions.


  • Provide progress reports and updates for Water Network Management Teams.


  • Identify and collaborate on key data improvement initiatives for critical information on all proposed projects and programmes. Ensure appropriate information is adequately collated and managed data is to facilitate prioritisation of projects and reporting to stakeholders.


  • Assist in development of Asset Standards, Policies and Specifications to meet regulatory requirements.


  • Provide engineering support to the wider Water Network Management team, as required.



General Duties and Responsibilities

  • Collaborate with key internal stakeholders across the UÉ business.


  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.


  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.


  • Other duties as required.



Knowledge, Skills and Experience

  • Relevant third level qualification and or accreditation is desirable.


  • A minimum of 5 years’ Experience in the water, utilities or similar industries is desirable and/or relevant experience.


  • Knowledge of water networks and associated leakage reduction activities/technologies would be desirable.


  • Proven track record of creating a collaborative environment and communicating clearly within the team.


  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others.


  • Experience in managing end-to-end processes to ensure delivery meets customer expectations.


  • Strong analytical skills and ability to identify and analyze problems and potential improvements, and propose and implement solutions.


  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.


  • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.


  • Skilled in continuously reviewing safety practices and suggest ways for improvement.
