Summary Of The Business

The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. The NTMA also assigns staff the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

In October 2023, the Minister for Finance announced the proposal to establish two new funds – the Future Ireland Fund (FIF) and the Infrastructure, Climate and Nature Fund (ICNF). The NTMA will oversee and manage both the FIF, which aims to ensure steady and long-term support for state expenditure from 2041, and the ICNF, which is designed to bolster state spending after 2026 in response to economic downturns or to fund environmental initiatives between 2026 and 2030. Following the Minister’s announcement, the landmark Future Ireland Fund and Infrastructure, Climate and Nature Fund Act 2024 was signed into law in June 2024. The Long-Term Investment Strategies for both the FIF and ICNF were published in January 2026.


Role Summary

The Future Ireland Fund team is tasked with the delivery of the FIF and ICNF mandates. The NTMA is seeking an Investment Analyst which provides a unique opportunity for a talented and motivated individual to join the Future Ireland Funds team and to gain exposure to the highest standards of the investment management industry. The Investment Analyst will be responsible for supporting the team across the full range of the Future Ireland Funds’ activities. Specifically, the team is responsible for the ongoing implementation of the Funds’ Long-Term Investment Strategies, the oversight of third-party investment managers, and the management of the investment performance and risk against appropriate benchmarks.


All members of the Future Ireland Funds team are required to remain flexible to respond to the dynamic nature of the mandate – this may require team members to apply their skills outside of their core areas of responsibility, from time to time.


Principal Accountabilities

  • Investment Strategy and Portfolio Construction: Supporting the ongoing refinement and implementation of the investment strategies to meet each Fund’s mandate.
  • Portfolio Management: Supporting all aspects of the investment life cycle including oversight and management of the investment portfolios, ensuring alignment with the Funds’ investment strategies and risk tolerances.
  • Market Analysis: Working collaboratively with the team to conduct detailed financial market modelling and analysis to identify investment opportunities and risks.
  • External Manager Research: Conducting detailed research and oversight on external public and private investment managers.
  • Involved in selecting investment managers and ongoing monitoring of their performance.
  • Managing the performance and risk of each of the mandates, in line with appropriate benchmarks.
  • Producing and presenting high-quality reports and papers for internal stakeholders.
  • Secretarial duties for meetings as necessary.
  • Supporting senior team members across all the Funds’ activities.
  • Working collaboratively with colleagues, partners and stakeholders, promoting a culture of high performance and continuous improvement.

Experience

  • Third level qualification in Economics, Finance or a related discipline.
  • Interest in pursuing qualifications such as CFA / CAIA is desirable.
  • Demonstrable interest in economics, financial markets and in developing knowledge and expertise.

Skills

  • 2‑4 years’ experience in economics, financial markets research, risk, portfolio management, or similar finance/investment environment
  • Financial modelling and analytical skills, in particular with large investment data sets
  • Results‑focused with strong attention to detail and accuracy of work
  • Problem solving and investment analytical skills
  • Basic investment acumen and interest in financial markets
  • Experience using financial software and tools (e.g. Bloomberg and Python)
  • Personal drive, commitment, energy and the resilience to thrive in a demanding environment
  • Strong communication skills, both written and verbal, across several stakeholders
  • Effective team player with willingness to work with people of all experiences
  • Adaptable, innovative, and flexible to changing environments and requirements

Pension Abatement

If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re‑employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
