The Assistant Director General (ADG) Technology and Methodology role includes responsibility for the Office’s technology divisions, and for Central Statistics Office’s (CSO) Methodology and Data Science Divisions. The amalgamation of these functions under a single Directorate recognises the important overlap for Official Statistics between technology, methodology and data science. These Divisions must cooperate closely to ensure that developments in these key areas are implemented in an integrated manner and that CSO is positioned for the future through implementation of best international standards and practices as new and varied data sources and dynamically evolving technological tools and resources emerge and develop.
Main Duties of the job
The ADG Technology and Methodology is a senior management position (at Assistant Secretary level) reporting to the Director General of the CSO. The ADG will be responsible for providing the corporate leadership, vision, and strategic direction in the usage of information technology, statistical methodology, artificial intelligence and data science to support the CSO in the delivery of its corporate objectives. The ADG is responsible for the effective day-to-day provision of these services, and for the delivery of relevant CSO initiatives in respect of the CSO’s strategic transformation programme.
- The successful candidate will demonstrate: Significant recent management experience at an appropriate senior level, including leading and managing technical/multidisciplinary teams in a large or complex organisation;
- A proven record of delivering innovation using leading-edge, large-scale technology solutions to challenging deadlines in a complex environment. Experience and proven ability to analyse and improve existing or planned business processes using technical solutions;
- A deep understanding of information technology solutions and trends, methodology, data science and artificial intelligence, with a strong commitment to further developing this understanding;
- Strong commercial acumen with proven ability to manage costs, deliver returns on investments and to manage relationships with and the performance of external suppliers/partners;
- A good knowledge, understanding and experience of statistical methodology and data science/machine learning as it applies to the production of official statistics;
Information about the Organisation
The mandate of the CSO, is "The collection, compilation, extraction and dissemination for statistical purposes of information relating to economic, social and general activities and conditions in the State". The CSO is also responsible for coordinating the official statistics of other public authorities and for developing the statistical potential of administrative records.
Over recent years, the CSO has grown both in the scope of its work and the scale of its workforce. The CSO currently has over 1,000 permanent staff located in its Cork, Rathmines and Swords offices. In addition, approximately 250 permanent and temporary field staff are deployed throughout the country to conduct the continuous household surveys and passenger inquiries at airports and seaports.
