Position : Manager, People & Executive Operations  

Employer : The ByWard Market District Authority (BMDA) 

Location:  In-office, 55 ByWard Market Square 

Salary : $75,000 - $85,000 (commensurate with experience) 

Job Type:  Full-Time  

Reports to:  Executive Director  

Languages:  Bilingualism is preferred (French/English) 


Position Summary 

The Manager, People & Executive Operations is a trusted senior role responsible for leading the organization’s human resources function while serving as a key operational partner to the Executive Director. 


In a small-to-medium, mission-driven organization like the BMDA, strong people systems and strong executive coordination are foundational to success. This hybrid role blends strategic human resource leadership with high-level executive support, ensuring the organization operates with clarity, compliance, and care. 


As the organization’s HR lead, this role oversees the full employee lifecycle, payroll, employment compliance, workplace policies, and people systems. As Executive Assistant to the Executive Director, this role provides structured governance coordination, supports Board and committee processes, and ensures leadership workflow remains organized and aligned. 


This position requires sound judgment, discretion, and the ability to manage highly sensitive and confidential information. The Manager, People & Executive Operations plays a central role in strengthening organizational systems, protecting compliance, and supporting a positive, professional workplace culture. 


Key Responsibilities 

Human Resources Leadership 

  • Lead the full employee lifecycle, including recruitment, onboarding, performance management, talent development, and offboarding. 
  • Provide guidance across HR programs, including talent management, attendance management, accommodations, occupational health and safety, job evaluation, compensation, organization design, salary administration, and training and development. 
  • Serve as the primary point of contact for employee relations matters and support performance improvement processes. 
  • Foster a respectful, inclusive, and psychologically safe workplace culture. 


Payroll, Compensation & HR Systems 

  • Administer bi-weekly payroll accurately and in compliance with employment standards and internal policies. 
  • Manage payroll inputs, adjustments, overtime, leave tracking, and reporting. 
  • Support compensation reviews, job evaluations, and salary administration. 
  • Maintain and optimize HR information systems, including payroll and HR platforms. 
  • Track workforce data and HR metrics to support leadership decision-making. 


Policy, Compliance & Risk Management 

  • Develop, maintain, and implement HR policies, procedures, and employee documentation. 
  • Ensure compliance with employment legislation, workplace safety legislation, and human rights requirements. 
  • Maintain strong knowledge of occupational health and safety legislation, including the rights and duties of workers and employers. 
  • Support investigations, workplace accommodations, and incident documentation. 
  • Maintain confidential employee records in accordance with privacy and governance standards. 


Executive Operations & Governance Support 

  • Provide executive-level administrative support to the Executive Director. 
  • Manage scheduling, calendar coordination, meeting preparation, and briefing materials. 
  • Support Board and committee coordination, including agenda preparation and follow-up tracking. 
  • Assist in preparing governance materials, organizational updates, and leadership reports. 


Qualifications and Experience 

  • 5+ years of progressive experience in human resources, people operations, or a related field. 
  • Demonstrated general knowledge of HR programs, including talent management, performance management, compensation, organization design, occupational health and safety, and employment systems. 
  • Strong knowledge of applicable employment and workplace safety legislation and HR best practices. 
  • Experience administering payroll and compensation processes. 
  • Demonstrated ability to manage highly sensitive and confidential information with discretion and sound judgment. 
  • Experience supporting senior leadership or governance processes is considered an asset. 
  • Experience in a non-profit, public-sector, or BIA environment is an asset. 
  • HR designation (e.g., CHRP) is considered an asset.
