Programmer VI:
Performs highly advanced and/or supervisory (senior-level) computer programming and software engineering work for the Information Technology Services department. Work involves addressing the most complex, ambiguous, or precedent-setting technical challenges; designing and implementing cross-domain solutions; and advancing the agency's long-term technical direction through architecture, platform, and SDLC standards. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position serves as a principal technical authority without formal supervisory or people management responsibilities. All levels in this job series are expected to perform hands-on software development work; the scope and complexity of implementation responsibilities increase with level.
Responsibilities:
Defining and evolving enterprise architecture, shared frameworks, and delivery standards; guiding adoption of standards across applications and platforms; providing hands-on leadership for complex or novel implementations; and advising leadership and technical staff on feasibility, risk, and design approaches. This position ensures consistency, scalability, reliability, and long-term sustainability across the application portfolio while remaining an individual contributor.
About the Role
• The Principal Data Engineer plays a vital role in designing, modernizing, and sustaining the Texas General Land Office's enterprise data platforms. Serving as a senior technical authority, this position leads the development of scalable, high-performance data solutions that power analytics, reporting, and strategic decision-making across the agency.
• This role advances the agency's transition from legacy data environments to modern cloud-based data platforms such as Snowflake, Databricks, and other distributed processing technologies. The Principal Data Engineer designs and implements enterprise data pipelines, integration frameworks, and data architecture standards that ensure reliability, performance, and long-term sustainability. Engineeringly with data analysts, product teams, and engineering partners, the role ensures data solutions are governed, secure, and aligned with operational and regulatory requirements.
• Operating as a hands-on senior contributor, the Principal Data Engineer influences enterprise data architecture through implementation, mentorship, and technical leadership rather than formal supervisory authority. The individual in this role demonstrates strong engineering judgment, architectural depth, and a commitment to building resilient, well-governed data systems that support mission-critical insights and agency modernization goals.

What Your Contributions to the GLO Will be:
• Software Development & Solution Delivery - Implements and reviews complex, novel, or cross-domain software solutions. Develops reference implementations and production code that demonstrate enterprise architecture standards, shared frameworks, and advanced technical patterns.
• System Analysis, Design & Implementation - Defines and evolves architecture standards, design frameworks, and cross-domain integration patterns. Guides solution design for highly complex or precedent-setting initiatives and advises teams on applying standards to unique technical challenges.
• Quality, Reliability & Operational Support - Establishes enterprise expectations for reliability, resiliency, and operational readiness across shared systems and frameworks. Leads or supports resolution of critical, systemic, or cross-domain technical issues.
• Automation, Tools & Continuous Improvement - Defines shared frameworks, tooling strategies, and modernization approaches that improve consistency, scalability, and long-term maintainability. Evaluates and introduces advanced techniques to address evolving technical needs.
• Documentation, Standards & Compliance - Develops and maintains enterprise architecture standards, technical guidance, and governance artifacts. Ensures solutions align with security, operational, and policy requirements and supports consistent adoption of standards across teams.
• Technical Leadership & Knowledge Sharing - Serves as a principal technical authority by mentoring senior individual contributors, leading advanced code and design reviews, and advising leadership on technical direction, feasibility, and risk. Drives adoption of standards through hands-on technical leadership rather than supervisory authority.
Qualifications:
Minimum Qualifications:
• Bachelor's degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field.
• Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education.
Preferred Qualifications:
• Extensive experience designing and implementing scalable enterprise data pipelines and data platforms in complex environments.
• Demonstrated hands-on experience building and optimizing cloud-based data platforms such as Snowflake, Databriks, or comparable distributed data processing environments.
• Experience developing ETL/ELT workflows integrating data from enterprise systems, SaaS platforms, APIs, and external data sources.
• Experience implementing modern data warehousing architectures, dimensional modeling, and performance-optimized reporting data structures.
• Experience migrating legacy data warehouses or on-premises database environments to modern cloud-based data platforms.
• Proven ability to establish data engineering standards, implement data quality frameworks, and design monitoring and observability processes for enterprise data pipelines.
• Experience working with large-scale structured and semi-structured data, including batch and streaming data processing frameworks.
• Strong understanding of data governance principles, metadata management, lineage tracking, and regulatory data controls.
• Relevant industry certifications in cloud data engineering, distributed data platforms, or analytics technologies are strongly preferred.

• Modern data platform architectures, including cloud data warehouses and distributed processing frameworks (e.g., Snowflake, Databricks, or similar technologies).
• Data warehousing principles, dimensional modeling, and performance optimization strategies.

• Data governance concepts including lineage, metadata management, and data quality enforcement.
• Distributed computing concepts, parallel processing, and scalable data storage models.

Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
Location Requirements:
• This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided
