The Information Technology Division (ITD) provides timely and cost-effective information technology services to the department, its programs, divisions, and offices. This support enables the department to fulfill the mission of the Health Care Authority in an efficient and responsive manner, and ensures the HCA gains full benefit from its current and future investments in technology
The IT Manger will:
Lead the modernization of how HCA designs, builds and improves services for New Mexicans; Establish consistent, forward-thinking practices for gathering business requirements, implementing human-centered design and evaluating emerging technologies, including AI and machine learning- to enhance program delivery and meet business needs; Ensure that every project is grounded in clear requirements, meaningful customer insights and actionable data; Guide a team of business analyst and drive an enterprise approach to innovation, this role strengthens HCA's ability to deliver simple, accessible and effective services across all programs. How does it get done?
The IT Manager is responsible for:
Leadership and Unit Management. Supervising, developing and mentoring a team of five Business Analysts; Developing, standardizing and managing processes for requirements gathering, documentation, and approvals; Maintaining templates, workflows and tools that improve consistency and quality across all projects; Implementing enterprise Human Centered Design practices such as journey mapping, user interviews, co-design workshops and usability testing; Ensuring all projects integrate user insights and data throughout the life-cycle;
Emerging Technology, AI and Innovation. Evaluating new technologies - including AI, machine learning, process automation and other emerging technologies for feasibility and responsible use; Leading pilots, tool assessments and proof-of concepts to inform agency decisions; Defining and tracking metrics for project success, customer experience, adoption and usability; Facilitating alignment amount IT, program areas, field operations, vendors and leadership; Representing HCA at internal and external meetings, work groups and stakeholder engagements, including national work groups.

The ideal candidate is a strategic leader who is passionate about improving customer experience, modernizing HCA systems and turning data and user insights into meaningful service improvements.
The ideal candidate will have:
Experience navigating complex organizations, facilitating collaboration, and building strong, repeatable processes; Understanding of both technology and operations and will know how to bring the voice of the New Mexican to every decision.
Minimum Qualification
Bachelor's Degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and four (4) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some travel may be required. Occasionally work extra hours, on weekends and holidays.
