Network Security Analyst II
(RSA Archer Specialist) is responsible for planning, designing, implementing, and supporting enterprise RSA Archer Governance, Risk, and Compliance (GRC) solutions for the Texas Health and Human Services Commission. This role ensures the security and integrity of critical infrastructure systems by aligning Archer configurations with governance frameworks, regulatory requirements, and security control standards. The analyst operates independently on complex assignments while collaborating with cross-functional teams across information security, risk, compliance, and IT functions. The position focuses on assessment and authorization, controls assurance, issue management, system integrations, and continuous compliance monitoring within a structured, change-controlled environment. This role is fully onsite and supports mission-critical enterprise GRC operations.
Responsibilities Design, implement, configure, and maintain RSA Archer GRC solutions, including Assessment & Authorization, Controls Assurance, and Issues Management. Gather and analyze business and functional requirements and translate them into solution designs, configuration specifications, user stories, and implementation plans. Configure and customize Archer applications, including workflows, questionnaires, forms, calculations, access controls, and automated data feeds. Develop and integrate RESTful APIs and web services to enable connectivity between Archer and external enterprise systems (e.g., ITSM, CMDB, risk platforms). Implement client-side customizations using JavaScript and jQuery within Archer applications. Produce and maintain technical documentation, including system design, integration specifications, testing results, and change management artifacts. Monitor network traffic and server logs to identify unusual activity and potential vulnerabilities. Investigate security incidents and recommend remediation strategies to mitigate identified risks. Follow established change management and release governance processes for production deployments. Provide troubleshooting, performance optimization, and end-user support, including knowledge transfer and training materials.
Requirements
Minimum Qualifications 4-7 years of experience in network security, GRC systems, or a related field. Archer Certified Professional (ACP) OR Level 3 Archer Certified Administrator - Expert Certification. Demonstrated expertise in RSA Archer platform architecture, configuration, workflows, and data models. Experience integrating Archer with external systems using REST APIs and web services. Proficiency in JavaScript and jQuery for client-side customization. Strong understanding of governance, risk, compliance, and security control assurance processes. Experience working in structured, change-controlled environments. Ability to work independently with limited supervision and exercise sound judgment.
Preferred Qualifications Experience supporting large enterprise or government GRC implementations. Familiarity with security frameworks such as NIST, ISO 27001, SOC, or similar regulatory compliance programs. Experience integrating RSA Archer with ServiceNow or similar ITSM platforms. Prior experience working within information security, risk management, or compliance teams.
Additional Requirements Subject to pre-employment security review to determine employment eligibility. May be required to work outside normal business hours, including weekends or holidays, with pre-approval. Travel, if required, must be pre-approved and complies with State of Texas travel regulations. Local candidates only; must reside within 50 miles of Austin, Texas. Position is fully onsite (no remote work permitted).

Schedule: Monday-Friday, 8:00 AM-5:00 PM (excluding State holidays)
