We are supporting our hiring partner, a well-known company in the construction and project management sector, in recruiting an HSSE Manager (Corporate-Site) to join their team in Ottawa.


The hiring client is COR certified.

This is a leadership role (full-time/permanent ) with one direct report, with the vision of expanding their safety department.

Compensation Range:

HSSE Manager Role Summary:


The HSSE Manager will be responsible for leading and managing all aspects of health, safety, security, and environmental programs to promote a culture of safety and compliance throughout the organization. You will play a pivotal role in driving continuous improvement initiatives and ensuring regulatory compliance across all projects.


HSSE Manager Primary Duties & Responsibilities include :


  • Initiate, promote, implement and maintain H&S policies and procedures in compliance with IHSA COR standards and relevant regulations.
  • Conduct regular inspections and audits of construction sites, facilities, and equipment to identify hazards and ensure compliance with safety protocols.
  • Provide training and education to employees and subcontractors on safety procedures, emergency protocols, and hazard recognition, ensuring full compliance with standard regulations.
  • Investigate accidents, incidents, and near misses to determine root causes and implement corrective actions to prevent recurrence.
  • Collaborate with project managers and site supervisors to develop site-specific safety plans and risk assessments.
  • Maintain accurate records of safety inspections, training sessions, incidents, and compliance activities to meet IHSA COR documentation standards.
  • Serve as the primary liaison with regulatory agencies, clients, and stakeholders on health, safety, security, and environmental matters.
  • Stay updated on changes in safety regulations, industry trends, and technologies to enhance HSSE practices within the organization while aligning with COR guidelines.
  • Cultivate a culture of safety and accountability by promoting awareness, communication, and participation in HSSE initiatives at all levels of the organization.
  • Collaborate with management to establish HSSE performance objectives and monitor progress towards achieving organizational goals, with COR compliance as a priority.
  • Supervise and guide a team of Health and Safety Coordinators, providing direction, support, and mentorship to ensure effective execution of their duties.
  • Lead and oversee the process of maintaining COR 2020 for the organization, ensuring compliance with all relevant regulatory standards.


To be considered for this role, the “HSSE Manager” must have the following qualifications:


  • Post-secondary education in Occupational Health & Safety or a related field, or an equivalent combination of education and experience.
  • NCSO required, CRSP considered an asset
  • 7+ years of progressive HSSE experience in construction environments, including leadership responsibility.
  • Demonstrated success leading COR / COR 2020 certification and maintaining compliance with IHSA standards and applicable regulations.
  • Strong working knowledge of OHSA, IHSA COR standards, and industry best practices.
  • Proven ability to implement and continuously improve HSSE programs, site-specific safety plans, and risk assessments.
  • Experience conducting inspections, audits, and incident investigations, with a practical, solutions-oriented approach.
  • People-focused leader with strong communication skills and experience coaching HSSE teams and engaging stakeholders.
