PROJECT MANAGER / ESTIMATOR

Civil Construction | Full-Time | Competitive Salary + Benefits

About Us

We are a small civil contractor in Okanogan County specializing in public works subcontracts throughout North Central and Eastern Washington. Our projects include site utilities, earthwork, concrete, and underground infrastructure for municipal, county, and state agency clients. We take pride in our reputation for quality workmanship, on-schedule delivery, and strong relationships with general contractors and public agencies throughout the region.

Position Summary

We are seeking an experienced and motivated Project Manager / Estimator to join our team. In this dual-role position, you will be responsible for preparing competitive bids on public works subcontracts while managing awarded projects from kickoff through closeout. This is a hands-on role suited for a self-starter who is comfortable working in a small-company environment where initiative and versatility are valued.

Compensation & Benefits

• Salary: $90,000 – $97,000 depending on qualifications (DOQ)

Key Responsibilities

Estimating

• Prepare thorough quantity takeoffs and cost estimates for civil subcontract bids on public and commercial projects

• Review bid documents, plans, specifications, and addenda to develop accurate and competitive proposals

• Solicit and evaluate subcontractor and supplier quotes; develop scope letters and subcontracts

• Coordinate with the team to identify project risks, schedule constraints, and bid strategy

• Maintain estimating data, historical cost records, and bid logs

Project Management

• Manage multiple civil construction projects simultaneously from award through final acceptance

• Develop and maintain project schedules, budgets, and cost reports

• Serve as primary point of contact with general contractors, inspectors, and public agency representatives

• Coordinate labor, equipment, materials, and subcontractors to meet project milestones

• Review and process submittals, RFIs, change orders, and pay applications

• Ensure compliance with contract requirements, safety standards, and regulatory requirements

• Conduct regular site visits and progress meetings to proactively identify and resolve issues

• Assist with project closeout documentation, punch lists, and final billings

Qualifications

Required

• Minimum 5 years of experience in civil construction estimating and/or project management

• Demonstrated experience with public works and commercial projects

• Strong understanding of civil construction means and methods: grading, utilities, concrete, paving, drainage

• Familiarity with public contract requirements including Davis-Bacon/prevailing wage, certified payrolls, and DBE compliance

• Solid communication and organizational skills; ability to manage competing priorities

• Valid driver's license

Preferred

• Associate's or Bachelor's degree (or relevant experience) in Civil Engineering/Construction, Construction Management, or related field

• Experience with subcontracting specifically under general contractors on

• Public and Commercial jobs

• Familiarity with project management software such as Procore, Viewpoint, or similar

• Proficiency with construction estimating software and takeoff tools (e.g., Procore, Planswift, On-Screen Takeoff, or similar)

• Able to qualify as responsible person for U or Level 3 Fire Protection License

• OSHA 10 or OSHA 30 certification

Work Environment

This position operates primarily from our office with regular field visits to active project sites. Occasional early starts or extended hours may be required during peak bid periods or critical project phases. A valid driver's license and reliable transportation are required for site visits.
