The DNA Group is seeking a Change Management Specialist to support the Office of the Chief Technology Officer (OCTO). In this role, you will lead change governance processes, facilitate Change Advisory Board (CAB) meetings, assess risk and impact, and ensure the successful implementation of IT changes with minimal disruption to operations. You will work closely with application owners, infrastructure teams, security personnel, and business stakeholders to enforce ITIL-aligned change management standards and continuously improve organizational change practices.
Overview Requirements :
• Lead and facilitate Change Advisory Board (CAB) meetings, ensuring effective governance and stakeholder participation.
• Evaluate, prioritize, and approve or reject change requests based on risk assessment, impact analysis, and organizational priorities.
• Maintain the enterprise change calendar and coordinate scheduling to minimize conflicts and service disruptions.
• Develop, enforce, and maintain change management policies, procedures, and standards aligned with ITIL v4 frameworks.
• Oversee emergency change processes, ensuring proper documentation and post-implementation reviews.
• Conduct comprehensive risk and impact assessments for changes to IT infrastructure, applications, and services.
• Analyze system dependencies and potential cross-platform impacts of proposed changes.
• Collaborate with technical teams to develop rollback plans and mitigation strategies.
• Review and approve change implementation plans, ensuring sufficient testing and validation.
• Monitor change success rates and identify trends requiring process improvement.
• Coordinate change activities with application owners, infrastructure, security, and business teams.
• Communicate change schedules, impacts, and status updates to internal stakeholders.
• Facilitate collaboration between development, operations, and security teams.
• Partner with project managers to align project deliverables with change management processes.
• Provide training and guidance to technical staff on change management best practices.
• Maintain accurate change records in the IT Service Management (ITSM) system (ServiceNow or equivalent).
• Ensure accuracy and currency of the Configuration Management Database (CMDB).
• Produce reports and metrics on change performance, including emergency and failed changes.
• Conduct post-implementation reviews and root cause analysis for failed or high-impact changes.
• Document lessons learned and support continuous improvement initiatives.
• Identify opportunities to automate change management workflows.
• Align change management practices with DevOps and Agile methodologies where appropriate.
Minimum Qualifications:
• Bachelor’s degree in Information Technology or a related field, or equivalent professional experience.
• Strong experience in change management and configuration management within IT environments.
• Working knowledge of ITIL v4 frameworks and best practices.
• Experience using ITSM tools, preferably ServiceNow.
• Ability to work independently while collaborating effectively across diverse technical and business teams.
• Strong documentation, analytical, and communication skills.

• IT Service Management (ITSM) Tools (ServiceNow Preferred): 6–10 years (Required)
• Writing and Maintaining Change Management SOPs: 6–10 years (Required)
• Change Management Metrics, KPIs, and Reporting: 6–10 years (Required)
• Drafting Change Management Communications: 6–10 years (Required)
• Post-Implementation Reviews and Root Cause Analysis: 6–10 years (Required)
• Government IT Operations Experience (Federal, State, or Local): 3+ years (Highly Desired)
• ITIL v4 Foundation Certification: (Required)
• ITIL v4 Managing Professional or Strategic Leader Certification: (Desired)
• Availability to work onsite full-time: (Required)
