Tennessee Sheriffs’ Association Position Announcement:

Program Manager

The Tennessee Sheriffs’ Association (TSA) is conducting a national search for a Program Manager to support and advance the Association’s mission through effective program leadership, grant management, and stakeholder engagement.

About the Tennessee Sheriffs’ Association

The Tennessee Sheriffs’ Association is a professional association representing sheriffs, chief deputies, and jail administrators from all 95 counties in Tennessee. Founded in 1971, TSA serves as a unified voice for Tennessee’s elected law enforcement leadership and provides a forum to address challenges facing sheriffs’ offices, influence public safety policy, enhance leadership development, and advance professional law enforcement practices statewide.

Position Summary

The Program Manager is responsible for overseeing assigned programs, initiatives, and grant-funded projects. This position manages program design, implementation, evaluation, reporting, and financial accountability, while maintaining strong working relationships with sheriffs’ offices, partner agencies, sponsors, and donors. This program manager will be required to manage the TSA grant portfolio, serving as the principal staff member managing all aspects of TSA grants. The Program Manager works closely with TSA leadership to ensure programs align with the Association’s strategic priorities and comply with all grant and contractual requirements.

This position reports to the Executive Director and/or Operations Manager.

Essential Duties and Responsibilities

  • Plan, manage, and implement program activities in accordance with grant, contract, and project requirements
  • Monitor grant program performance, compliance, and key performance indicators
  • Track grant budgets, expenditures, and financial reporting requirements
  • Collect, analyze, and maintain program data; prepare required narrative and financial reports
  • Develop grant reports, manage grants financially and provide funding components with all reports for compliance
  • Coordinate training programs, workshops, meetings, and outreach activities
  • Develop program materials, timelines, and operational resources
  • Maintain effective working relationships with sheriffs’ offices, partners, vendors, sponsors, and donors
  • Support grant development efforts, renewals, and program expansion initiatives
  • Ensure adherence to TSA policies and applicable state and federal requirements
  • Perform other duties as assigned by the Executive Director or Operations Manager

Qualifications

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university
  • Two (2) to four (4) years of experience in grant program coordination, grant management, or a related field
  • Demonstrated experience managing budgets, financial reporting, and compliance requirements
  • Strong written and verbal communication skills
  • Excellent organizational, planning, and time-management abilities

Preferred Qualifications

  • Experience working with nonprofit organizations, associations, or public-sector entities
  • Demonstrated success in public and/or private grant administration
  • Experience coordinating training or professional development programs
  • Master’s or other post-graduate degree

Working Conditions

This position is primarily office-based at the TSA office, with periodic in-state travel required to support meetings, trainings, and events. Some evening or weekend work may be required based on program needs.

Location and Residency

The successful candidate will work from the TSA office in Lebanon, Tennessee and is expected to reside in the greater Nashville metropolitan area or surrounding communities. Transportation is the responsibility of the employee; no transportation stipend is provided.

Compensation and Benefits

This is an appointed, at-will position with defined benefits, including participation in the Tennessee Consolidated Retirement System (TCRS) . Salary is negotiable based on experience and qualifications, with an anticipated range of $55,000–$85,000 . Terms of employment are outlined in an agreement with the TSA Board of Directors.
