DUTIES & RESPONSIBILITIES:
The ASCPL is hiring a Facilities Project Specialist to support our Mission Statement to provide resources for learning and leisure, information services, meeting spaces, and programs for all ages that support, improve, and enrich individual, family, and community life. The Facilities Project Specialist works 37.5 per week and performs a variety of duties related to the oversight of Facilities Services projects under the direction of the Facilities Services Director, and under minimal supervision. Duties include:
- Defining the scope, schedule, and budget of all project work.
- Writing clear requests for qualifications/proposals (RFQ/Ps) for all projects.
- Holding pre-bid meetings with project contractors.
- Obtaining appropriate costs and bids projects.
- Serving as the liaison to outsourced architects, engineers, and other design professionals.
- Meeting with suppliers and contractors to determine if they can complete the work within the Library’s work requirements.
- In consultation with contractors, scheduling all projects around Library events and work schedules to the extent possible.
- Assisting the Facilities Services Director to assess and prioritize future capital needs.
- Overseeing projects from inception to end, and ensuring all punch-list items have been addressed.
- Holding pre-construction and construction progress meetings to ensure that projects are completed by established deadlines and within budget.
- Holding informational meetings with the Library’s employees to prepare and inform them about projects that will affect their work areas.
- Assisting with planning for long-term maintenance and upgrades to Library facilities systems.
- Evaluating the effectiveness of existing building design details and helps the Facilities Services Director to correct original design flaws during building system replacements.
- Overseeing the facilities operations in the absence of the Facilities Services Director.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Required: Bachelor’s degree in Arts or Sciences. Knowledge of the principles and practices of Facilities Services administration. Knowledge of standard methods and techniques of building trades, including electrical, plumbing, mechanical, masonry, carpentry, and painting. Knowledge Microsoft Project or similar project management software. Knowledge of drafting software (e.g., AutoCAD). Knowledge of standard procurement qualifications, requirements, and terms for facilities and maintenance service vendors. Ability to operate a variety of power tools and light machinery. Skill in maintenance and facilities project management. Skill in vendor management. Ability to read, interpret, and explain construction drawings. Understanding of the principles of intellectual freedom. Ability to use a computer and job-related software or systems applicable to the essential functions of the job. Ability to work irregular hours, including evenings and weekends. Ability to engage in safe workplace practices with equipment, observance of fire regulations, wearing personal productive equipment (PPE), etc., in library buildings that are being built, renovated, or upgraded. Ability to engage in strenuous work with frequent physical exertion such as lifting heavy items (not more than 50 pounds without assistance), deep bending, and extended periods of sitting. Ability to climb ladders and work at various heights. A valid driver's license, automobile insurance, and reliable personal transportation. Ability to pass pre-employment drug screening, criminal background check, and education verification check.
Preferred: Master’s degree. Project management professional certification (PMP). 5 or more years of relevant experience.
