The Program Manager Senior will lead and oversee complex, large-scale IT programs within the Technology Services division at the City of Toronto. This role is responsible for managing multiple interrelated projects, ensuring alignment with strategic objectives, and delivering program outcomes across application development and enterprise transformation initiatives. The position requires strong leadership, governance, stakeholder management, and risk management capabilities within a multi-stakeholder, matrix environment.
Responsibilities
Lead, organize, and monitor interrelated projects to achieve program outcomes
Coordinate cross-project activities, dependencies, and deliverables
Develop and manage milestones, budgets, schedules, and program plans
Ensure alignment with organizational priorities, policies, and regulatory requirements
Recommend strategies related to communication, procurement, resourcing, and implementation
Apply change, risk, and resource management practices
Manage vendors and stakeholders across multiple initiatives
Monitor program performance, quality, and KPIs
Resolve high-level scope, schedule, and delivery issues
Prepare program and executive-level reports and presentations
Support development of legal and procurement documents (RFx, contracts, SoW, MOU)
Provide governance oversight across component projects
Lead stakeholder consultation, facilitation, and consensus-building activities
Drive change management initiatives and address resistance to change
Ensure adherence to organizational standards, best practices, and governance frameworks
Oversee knowledge transfer and transition to operations when required
Must-Haves
10+ years of Program Leadership and/or Senior Project Management experience
5+ years of experience delivering application development projects from initiation to closing
Bachelor's degree in Computer Science, Engineering, or related field
PMP certification (mandatory)
Extensive experience managing large-scale, high-risk IT programs or projects
Proven experience managing budgets, schedules, risks, governance, and performance metrics
Experience leading multidisciplinary and matrix project teams
Strong stakeholder and vendor management experience
Demonstrated experience in change management and risk mitigation
Strong knowledge of project/program management tools and methodologies
Ability to work effectively in a hybrid / multi-stakeholder environment
Strong communication, leadership, and conflict resolution skills
Nice-to-Haves
Agile experience
ITIL certifications
Experience with Microsoft EPM or similar enterprise PM tools
Public sector experience (preferably municipal/government)
Experience with enterprise transformation initiatives
Experience with procurement and legal documentation processes
Experience managing multi-funding channel budgets
Experience in benefits realization and business planning
