Position Description
As a key member of the Planning team, the Senior Planning Analyst leads complex analysis and forecasting related to student enrolment and accommodation planning. The job provides strategic advice, develops long-term accommodation strategies, and proposes evidence-based solutions to system wide accommodation challenges.
This position is accountable for:
Ensuring accuracy, integrity and strategic application of demographic, enrolment and accommodation data.
Leading forecasting, scenario development, and analytical studies that inform system planning and CBE decision-making.
Providing recommendations and technical guidance to senior administration and schools regarding accommodation strategies.
Developing reports and briefings that translate complex analysis into clear, actionable insights.
Maintaining confidentiality and stewardship of all planning and student demographic data.
The CBE understands the future of work is flexible. In this role, you are eligible to participate in a flexible work program that allows you to work remotely for up to three days a week. A minimum of two days must be in the office. At certain times, you maybe be required to work in the office more then 2 days per week based on operational requirements.
Responsibilities:
Gathers, compiles, and analyses schools' student enrolment projections, statistics, demographic studies and new City growth analysis in support of forecasts of accommodation needs on an annual basis.
Designs and refines methodologies for enrolment forecasting and capacity analysis, ensuring continuous improvement in accuracy and reliability.
Leads and participates in field investigations, accommodation reviews, boundary change studies, and other complex planning projects, preparing comprehensive reports and recommendations for senior leadership. Interprets, and builds scenarios and reports to support decisions for new schools, programs, bus receivers, etc. for assigned schools.
Monitors school facility capacities, utilization rates, and projections.
Works with the Senior Planner to advise senior leadership on planning implications of new developments, policy initiatives, and program relocations.
Responds to questions, inquiries and comments related to student accommodation planning.
Maintains high quality enrolment information in collaboration with other staff. Uses a variety of technologies such as Excel and GIS software to implement changes and enhancements for reporting data; researches and identifies areas for improving the quality of reporting and visualizing data by recommending new technologies and methods.
Assists Manager and Senior Planner in working collaboratively with the finance department to determine enrolment count and projections for budget processes.
Provides enrolment trends for use in the capital planning process.
Contributes to the preparation of routine briefings and reports for the Board of Trustees as required, providing supplemental information and rationale for accommodation forecast recommendations.
Coordinates the annual review of school boundaries.
Works closely with Service Units to coordinate and facilitate all aspects involved in performing enrolment projections and accommodation planning for assigned schools.
Assists Manger of Planning in conducting workshops, seminar and other training materials on enrolment and accommodation planning as requested by the system.
Assists in evaluating the effects and results of Planning team projects and assignments.
Prepares parent/community communications and communications to the Board of Trustees related to accommodation decisions for the assigned schools.
Establishes and maintains positive working relationships with both internal and external stakeholders in support of student accommodation planning. Off-site meetings and city-wide travel to schools, area offices and stakeholder meetings required.
Performs other related responsibilities as assigned to meet the purpose of accountabilities of the role.
Qualifications:
Education and Experience
Post-secondary degree with a focus on statistical demographic or business analysis, geography, planning, or an equivalent discipline.
Five to seven years of progressively responsible experience in forecasting, analysis and planning.
Demonstrated experience leading analytical projects, preparing reports to senior leaders and presenting findings to diverse audiences.
An equivalent combination of directly related post-secondary education and directly related experience may be considered.
Demonstrated Skills and Competencies
Proficient with Microsoft Office 365 and in particular Microsoft Excel pivot tables, chart preparation, formulas and linkages
Expertise in planning, measurement concepts, and data gathering and analysis methodologies and tools.
Familiarity with land use planning theories, legislation and frameworks and GIS software and concepts, or willingness to learn is an asset
Ability to develop data specifications and to program and document necessary statistical analysis.
Highly effective verbal and written communication skills
Ability to work collaboratively and consultatively with a wide cross-section of people both internal and external to the organization.

Ability to thrive in a dynamic, fast-paced, evolving work environment with changes in methodology and associated technology.
Ability to prioritize workload and meet deadlines. Demonstrated ability to be a self-starter, highly flexible, and proactive.
NOTE:
This position requires personal transportation to conduct job responsibilities.
