Compensation

Base salary: $80,000 - $110,000

Job Summary

The Payroll & Benefits Manager is responsible for the accurate, timely, and compliant administration of all payroll and benefits programs across Canada and the United States. This role ensures smooth execution of payroll processing cycles, benefits enrollment and maintenance, year-end reporting, and ongoing employee support. The Payroll & Benefits Manager collaborates closely with Finance, Human Resources, and external vendors to uphold data integrity, maintain strong internal controls, and deliver an exceptional employee experience. This role reports directly to the Director, Finance, with a dotted‑line reporting relationship to the Director, Human Resources for all responsibilities related to benefits administration and alignment with HR policies.

Duties & Responsibilities

Payroll Ownership

  • Manage end-to-end payroll processing for Canada and the U.S., ensuring timely and accurate pay for all employees
  • Maintain the payroll calendar, ensuring all cutoffs, approvals, and processing steps are executed on schedule
  • Validate time and attendance data, resolve discrepancies, and ensure proper coding of hours, premiums, and leaves
  • Process off-cycle payments, retroactive adjustments, severance, and termination pay
  • Ensure compliance with federal, provincial/state, and local payroll legislation, including taxation, garnishments, overtime, and statutory requirements
  • Prepare and file required payroll year-end documents (e.g., T4s, W-2s, ROEs), ensuring accuracy and alignment with government deadlines
  • Complete payroll-related journal entries and partner with Finance on GL reconciliation
  • Conduct routine audits of payroll data to ensure accuracy, compliance, and internal controls
  • Support internal and external audits by providing accurate data, documentation, and reconciliations
  • Maintain standard operating procedures (SOPs) for payroll processes and ensure consistent application
  • Manage payroll inquiries and provide timely, clear employee support
  • All other duties as assigned

Benefits Management

  • Oversee day-to-day administration of group benefits, retirement plans, and wellness programs across Canada and the U.S.
  • Process employee benefit enrollments, life events, terminations, dependent updates, and any other master file changes
  • Reconcile benefits invoices monthly, investigate discrepancies, and ensure timely payment
  • Maintain accurate benefits data in HRIS and carrier systems, ensuring alignment across all platforms
  • Support employees with benefits-related questions, escalations, and issue resolution
  • Coordinate with HR and vendors on annual benefits cycles (open enrollment, plan changes, employee communication
  • Ownership of employee education benefits programs, including training, tools, and communications to support awareness and utilization.
  • All other duties as assigned

Qualifications & Educational Requirements

  • Bachelor's degree in Business Administration, Finance, Human Resources or related field
  • PCP/CPM, CEBS, or equivalent professional designation
  • Minimum 7 years of hands-on payroll and/or benefits administration experience in a multi-jurisdictional environment
  • Strong working knowledge of Canadian and U.S. payroll and benefits legislation
  • Proficiency with HRIS and payroll systems (e.g., Dayforce, Workday, Kronos)
  • Advanced Excel skills (VLOOKUP, pivot tables, reconciliations)
  • Strong analytical, problem-solving, and organizational skills
  • Excellent communication and customer service orientation
  • Demonstrated ability to execute processes with accuracy and accountability
