The Municipality of Chatham-Kent has an opening for a permanent full-time Supervisor, Housing Services in the Housing Services division.

Job description

The Supervisor, Housing Services provides support, direction, and guidance to a team of Housing Case Managers providing housing and homelessness services and programming, both on and off-site, to ensure effective, person-centered service and trauma informed program delivery, and the achievement of outcome-based housing targets.

Essential responsibilities

  • Demonstrate Chatham-Kent's core values and competencies.
  • Lead a team in a fast-paced and constantly changing environment.
  • Implement standards and policies for delivery of Housing Services programs.
  • Participate in human resources management responsibilities including recruitment, training, mentorship, conflict resolution, and performance management.
  • Ensure adherence to legislation such as Employment Standards Act, Ontario Health and Safety Act, Human Rights Code, and Municipal corporate policies.
  • Participate in emergency preparation and response as required.
  • Respond to inquiries/concerns from the public, other levels of government and community agencies.
  • Develop and deliver orientation and ongoing training to ensure knowledge of policies, procedures and applicable legislation are current and conducive to effective case management.
  • Analyze and interpret program guidelines and applicable legislation.
  • Assist in developing local policy and procedures and evaluating effectiveness of the programs/policies.
  • Assist in designing and implementing proposals for both the funding and delivery of new homelessness programming.
  • Identify potential new program/service areas based on community input and needs.
  • Assist in completing service contracts for the Ministry as well as quarterly and annual reports.
  • Assist in developing and maintaining the budget for the delivery of Homeless Prevention Programming.
  • Collaborate with internal and external partners to ensure co-ordination of services. Build and maintain strong relationships with partner agencies and key stakeholders.
  • Responsible for tenant relations for municipally owned emergency and transitional housing located throughout Chatham-Kent.
  • Supervise the selection, and placement of families, seniors, and households without dependents in vacant emergency or transitional housing units.
  • Issue homeless related funds through the SAMS program.
  • Represent the Municipality on groups and/or boards, both internal and external.
  • Assist in the development and implementation of the department's business plan.
  • Maintain and evaluate statistics for Homelessness Programs to determine program/initiative viability, staffing levels, and effectiveness of the program/initiative in meeting outcome expectations.

Essential qualifications

  • College diploma or university degree in Social Work or Social Sciences program, or Public Administration, with two (2) to four (4) years of related experience.
  • One (1) to two (2) years of supervisory experience in a Shelter, Transitional Housing, Congregate Care facility or Human Services environment is considered an asset.
  • Experience in direct delivery of Homelessness programs and/or Human Services.
  • Experience dealing with issues frequently faced by individuals experiencing homelessness.
  • Experience developing and implementing policies and procedures and evaluating effectiveness.
  • Demonstrated effective customer service skills and the ability to maintain effective working relationships with participants, the general public, and staff.
  • Strong interpersonal and communication skills, written and verbal. 
  • Excellent problem solving, organizational, and time management skills.  
  • Knowledge of resources and services available through community partners in Chatham-Kent.
  • Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or similar software programs).
  • SAMS and HIFIS knowledge considered an asset.
  • Experience managing an operating budget.
  • Experience with maintaining and evaluating related statistics.
  • First Aid and CPR Certification, an asset.

Work environment/hours of work

  • This position is required to work both days and afternoon shifts.
  • This position works mostly indoors.

Working Remotely

This position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.

This position may be required to attend on-site meetings in order to complete essential responsibilities of the role.  As per the Working Remotely Policy, employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice.  Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.

Driver's licence/vehicle requirements

Because this position would be required to travel, a valid Province of Ontario driver's license with a reliable motor vehicle is necessary.

Background check requirements

Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check. Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) (working with vulnerable persons) prior to commencement of employment; you must be 18 years of age or older to obtain a vulnerable police check.

Essential physical and/or safety requirements

  • Sitting: frequent sitting in a chair (working at a desk, sitting during a meeting, driving).
  • Hands: frequent mousing (writing reports, using a computer and mouse, daily correspondence, data entry and notes).
  • Reaching: occasional reaching above shoulder, below shoulder, forward, backward, handling.

Benefits

This permanent full-time position has an annual salary of $100,043 to $113,119 and will receive benefits including: participation in the OMERS pension plan (mandatory) as well as sick and vacation entitlements. Following successful completion of a 3-month waiting period, candidates will also be entitled to a comprehensive group benefits package.
