Primary Purpose: Reporting to the Director of Academic Health Sciences, this position provides leadership for the day-to-day operations of the Health Sciences Facility. The Associate Director - Operations oversees the development and implementation of initiatives, policies and procedures that contribute to the overall vision and goals of the USask Health Sciences. This includes meeting the requirements and needs for interprofessional teaching and learning, interdisciplinary research, and outreach and engagement of the colleges and programs utilizing the facilities. The Associate Director - Operations is responsible for the operational resources of the USask Health Sciences' Operations team (financial, human, and physical) and for directing units and staff to ensure that shared services are adequately supporting Health Sciences operations.
Nature of Work: The position is the main point of contact for occupants of the Health Sciences Facility and other University units regarding all operational issues related to the complex. The position requires leadership, vision, flexibility, and innovation in finding solutions for the conflicting needs of multiple stakeholders. The work is subject to multiple competing deadlines and complicated decision-making processes. This complex and challenging role involves effective management of relationships with a wide variety of individuals, units, committees, colleges, and at a variety of levels in the organization on a daily basis.
Typical Duties or Accountabilities:
In association with the Director of Academic Health Sciences, provide leadership and expertise in the overall development, design, operation and continuous improvement of operational service units and systems to meet the needs of health sciences teaching and learning, research, and outreach to ensure that the vision and strategic plans of USask Health Sciences are actualized.
Lead the strategic planning within the operations/facilities and contribute to strategic planning activities for USask Health Sciences, implementing, monitoring, and adjusting plans and priorities to ensure alignment
Coordinate the assessment of USask Health Sciences operational plans and metrics with respect to the shared services model and facilities, involving data collection and analysis for quality and accountability, and budget and resource planning to ensure effective space management and efficient operational strategies.
Develop outcome measures for specific shared service units and follow through with analysis of results and quality improvement initiatives to produce regular comprehensive reports to assist the decision-making process on operational issues. Effectively implement decisions of committee(s) and the Director of Academic Health Sciences.
Ensure that resources are used fairly, effectively and transparently, efficiencies are achieved, duplication is reduced, plans and budgets are sustained, and that opportunities for new resources are successfully pursued. Develop and manage sound financial strategies for the Health Science Facilities in collaboration with partners and USask Health Sciences Financial Officer.
Forecasting, planning, and developing multiyear operating and capital budget frameworks for building operations and shared service units.
Effectively manage the full employee life cycle of direct reports including but not limited to recruitment, training and development, engagement, performance management, and discipline up to and including dismissal
Direct, facilitate and delegate tasks and responsibilities as appropriate to lab managers and staff ensuring effective coordination to provide high quality services to internal and external partners.
Provide strategic and operational advice and recommendations to the Director of Academic Health Sciences in support of unit-wide planning and operations
Build and maintain collaborative relationships with university administrative units to meet the day to day maintenance, capital improvement, and other service needs of the complex through shared management of space and personnel.
In conjunction with the Director of Academic Health Sciences, develop plans to ensure best practices and minimize risk for USask Health Sciences and the facilities occupants through compliance with the requirements of regulatory agencies, promotion of health, safety and environmental protection systems, and development and implementation of appropriate crisis management plans.
Develop appropriate maintenance strategies for the Health Sciences Facility and common infrastructure and equipment to ensure sustainability of the facility and the efficient use of resources.
Participate as a member of various committees as required, representing USask Health Sciences
Keep up to date on innovations and best practices in the areas of space management and operations, leadership, management and human resources
Foster a workplace environment that encourages innovative solutions, collaboration with other units, and outstanding customer service and focus, creating a learning and research environment which develops the most efficient and responsive work processes.
Education: A Bachelor's degree in a Health Sciences field is required; a Post Graduate degree in biomedical/health sciences and/or business administration would be an asset.
Experience: Minimum 10 years of years of progressive and related leadership experience in personnel and space management preferably in an academic setting overseeing operations, functional units and facilities to provide a broad understanding of health sciences education and research facility requirements. A combination of training, experience, and education will be taken into account. Demonstrated competence in planning, assessment for quality, human resource and financial management, policy and proposal development and team building. Project management experience would be an asset.
Skills: Performance competencies in leadership, results orientation, support for progress, personal effectiveness, communication and relationship building, and more specifically: A high level of personal effectiveness and collaborative relationship-building; excellent negotiating, team building, and interpersonal skills; demonstrated effective communication skills; effective exercising of tact and diplomacy as required; demonstrated ability to effectively work with others to achieve solutions to unique and complex problems; ability to make difficult decisions and follow through; well-developed financial and human resources management skills; strategic planning (short, medium and long term to meet the needs of programs and requirements); flexibility in all aspects of planning and operations to meet changing needs and requirements of programs and services; assessment abilities in the areas of quality improvement, quality assurance and accountability; and technical competencies with respect to contemporary computer applications, financial and purchasing systems.
