This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall - 426 Brant Street, Burlington. Work location is subject to change at the discretion of the City due to operational demands. Effective 2026 this role will be required to be on site 50% of the time each month.
Position Overview
This position is responsible for developing an understanding of business problems and identified opportunities for continuous improvement and translating business needs into solutions (process, policy, data, and/or technology) enabling business outcomes. The role may provide consultative or dedicated support on projects.
Responsibilities
Lead business analysis and IT components for complex enterprise projects
Lead the requirements lifecycle, from elicitation and collaboration to solution evaluation and procurement
Work with internal teams to understand requirements. Provide recommendations on business solutions and systems that align with needs and optimize benefits realization
Develop and implement business process improvements, mapping current and future state needs with awareness of department and City strategy
Contribute to project planning, scope definition, budget management, resource allocation, and other delivery activities (project risk management, change management, training, vendor management)
Coordinate stakeholders, complete project tracking, and report to stakeholders, ensuring milestones are achieved within timelines.
Oversee testing, traceability, and monitoring of business solutions while ensuring successful end-user training and operational readiness
Collaborate with Burlington Digital Services (BDS) and business areas to design, acquire and implement technology solutions
Provide solution-level technical input on infrastructure, network solutions, application installations, and user devices in collaboration with architecture, engineering, and application/product specialists.
Duties and responsibilities are inclusive but not limited to the above.
Requirements
The successful candidate will possess a 4-year university degree in Computer Science, Engineering, Business Administration, or equivalent qualifications. Experience in business process reengineering and managing complex IT projects is essential. Certification in (PMP), Certified Business Analysis Professional (CBAP), and Lean Six Sigma certifications are assets.
Five years' experience in business analysis, project delivery, or related experience. Experience in a municipal environment is preferred. Business analytical experience in enterprise and/or cross-department implementations (especially Enterprise Resource Planning, Asset Management, Work Management, or AI-enabled systems implementations) is an asset.
