The department of Human Resource Services at Edmonton Catholic Schools is seeking an Assistant Manager to join their Payroll and Benefits team Successful candidate will oversee staff workflows, lead operational problem solving, support process improvement, and ensure employees receive timely, accurate, and accessible information related to their pay, pension, and benefits. This role plays a key role in supporting employee trust and well-being through consistent, high quality service delivery and oversight of complex compensation processes.
RESPONSIBILITIES
Payroll, Pension, and Benefit Administration
Lead the accurate and timely processing of all payrolls for the Division, including specialized K–12 teacher payroll;
Oversee the administration of pension plans and ensure compliance with plan requirements and reporting timelines;
Oversee benefit administration including health, dental, life, disability, and wellness programs, including annual benefit review;
Liaise with benefit providers and consultants regarding plan administration, data requests, and operational matters;
Ensure accurate calculation of deductions, retroactive pay, benefit contributions, and statutory remittances;
Maintain compliance with employment legislation, pension standards, collective agreements, and Division procedures;
Lead and coordinate year-end payroll activities including T4 and Record of Employment preparation;
Monitor peak workload periods and reassign duties as required to meet timelines and service standards.
Financial Oversight and Reporting
Work collaboratively with Financial Services to support payroll forecasting and financial reporting;
Monitor payroll, pension, and benefit expenditures and conduct variance analysis;
Prepare payroll related reports, reconciliations, and remittances;
Ensure timely and accurate reporting to external agencies including CRA, Alberta Education, Statistics Canada, and pension and benefit providers;
Liaise with auditors for payroll, pension, and benefits year end processes.
Team Leadership and Development
Provide day-to-day operational leadership and support to payroll, pension, and benefits staff;
Assign work, set priorities, and oversee workflow to ensure accuracy and continuity of service;
Coach and mentor staff in technical processes and problem resolution;
Foster a respectful and collaborative workplace culture grounded in Division values;
Identify and implement workflow improvements to enhance service quality and operational efficiency;
Establish and maintain cross training to ensure adequate coverage during absences or peak periods;
Create and maintain internal reference materials to support consistency in payroll, pension, and benefits processes;
Employee Support, Education, and Communication
Develop and maintain digital and written resources to support employee understanding of payroll, pension, and benefits;
Provide timely, respectful one-on-one support to address employee inquiries and resolve issues;
Partner with HR teams to ensure clear and consistent communication during onboarding, leaves, and employment changes;
Monitor inquiry trends and implement improvements to communication and service delivery.
QUALIFICATIONS
Bachelor's degree in Commerce, Business, Human Resources, or a related field and at least 5 years' directly related experience;
Payroll Designation (e.g. PCP or PLP) preferred;
HR designation such as Chartered Professional in Human Resources is an asset;
Direct experience with payroll in a K–12 school division is strongly preferred;
In-depth knowledge of HR and payroll systems (e.g., PeopleSoft), electronic attendance tracking, and records management;
Understanding of total compensation principles and related legislation (Employment Standards, Income Tax Act, etc.);
Familiarity with collective agreements, budgeting principles, and financial reporting;
General knowledge of the Division's operations and business and general understanding of the Division's mission and vision in a faith-based environment;
Knowledge of records management principles, the Protection of Privacy Act (POPA), and the Access to Information Act (ATIA);
Knowledge of workplace safety and awareness of Occupational Health and Safety regulations;
Knowledge and alignment with the Division's administrative procedures.

Advanced knowledge of payroll processes and regulations, with proven experience managing complex payroll cycles and ensuring accuracy in data analysis and financial reporting;

Excellent written and verbal communication skills, adaptable to diverse audiences and stakeholder groups;
Skilled in sound judgment, decision‑making, conflict resolution, and proactive problem‑solving;
