Parking & Transportation within Ancillary Services is currently seeking a Full-time Regular Manager, Parking & Transportation Services.
Reporting to the Director, Parking and Transportation Services, this position provides hands-on leadership for parking administration, the UPass program, and enforcement operations. It plays a critical role in supporting the Director and ensuring the smooth functioning of daily operations. This position is essential to the overall success of the department and requires active management of two key units: Enforcement Unit: 10-15 staff (full-time and recurring) and Administrative Unit: 2-3 staff (full-time and recurring)
As a senior member of the parking team, the incumbent will represent the department to internal and external stakeholders and must be prepared to manage stressful situations with clarity and a solutions-oriented mindset. Given the department's 14-hour daily operation, flexibility in work hours is required to ensure comprehensive oversight.
Summary of Key Responsibilities (job functions include but are not limited to):
Leadership
Represent Parking and Transportation Services effectively to customers and the community, leveraging extensive knowledge of parking operations and the University of Calgary.
Hire, mentor, and train staff; define expectations, assign tasks and responsibilities, and conduct performance evaluations.
Balance staff availability with operational needs when assigning shifts for both administrative and enforcement teams.
Coordinate and disseminate critical information with/between Parking Field Operations and Campus Service Centre.
Collaborate with senior leaders within Ancillary Services to support departmental goals.
Adapt plans and priorities to meet evolving service and operational objectives.
Manage complex departmental issues and navigate challenging interpersonal interactions.
Lead by example, promoting professionalism and fostering a culture of teamwork.
Motivate team members to consistently deliver high-quality work through ongoing constructive feedback.
Embrace and lead change initiatives, regularly reviewing and implementing improvements.
Apply creativity and fairness in resolving complex problems with positive outcomes.
Update procedures and practices to reflect operational changes and staff needs.
Coordinate and deliver ongoing training, setting the tone and expectations for daily work.
Educate staff on departmental objectives and hold them accountable to the Guiding Principles and Customer Service Philosophy.
Analyze operational data and present recommendations that may influence decisions and policies.
Develop policies and procedures specific to the Enforcement, UPass and Administration.
Proactively initiate solutions to emerging issues within the Parking portfolio.
Lead initiatives that promote a collaborative and inclusive culture.
Parking Administration
Execute tasks assigned by the Director as required.
Monitor lot and parkade occupancy to optimize asset utilization.
Lead and support the permit issuance and return process for staff, students, alumni, contractors, guests, and visitors.
Ensure customer service excellence by responding to emails, adjudications, and phone inquiries within 48 hours.
Collaborate regularly with the Manager, Campus Service Centre, to meet operational needs and service standards.
Coordinate closures of lots, parkades, and roadways, including stakeholder communication and reassignment of permit holders.
Support the implementation of operational improvements and technology upgrades.
Investigate customer complaints and identify root causes.
Manage event parking requests, assess impacts, and consult with stakeholders.
Manage guest parking portfolio: actioning requests, impacts and consultations with stakeholders.
Enforcement Unit Oversight
Ensure enforcement officers apply parking regulations and policies consistently and fairly.
Oversee dispatch desk operations in collaboration with the dispatch officer.
Maintain a safe work environment through regular inspections of vehicles and supplies, and corrective actions as needed.
Conduct audits of enforcement activities, generate reports, and share findings with the Director.
Coordinate enforcement operations including staff scheduling, ticket issuance, fleet maintenance, and event setup.
UPass Program Administration
Maintain accurate records to support reconciliation processes.
Act as the primary contact for Calgary Transit, fostering a collaborative and customer-focused partnership.
Ensuring strong attention to detail in audits, sticker issuance, and returns.
Facilitate communication among key stakeholders including the Campus Service Centre, IT, Enrolment, Finance, Continuing Education, and Calgary Transit.
Qualifications / Requirements:
Post-secondary education/training, with bachelor's degree preferred.
Must be proficient in the use of Microsoft Windows 365 and Windows XP environments.
Experience with and proficient in the use and support of multiple systems, including: Peoplesoft, AIMS, Flowbird, Genetec LPR, ParkedIn App, Sling, Acrobat Reader and UPass systems.
Supervisory experience of 3-5 years is essential.
A combination of experience and education in people management and supervision is essential to this role
Proven customer service skills in a complex service environment.
The ability to share knowledge and workflow with team members.
Strong organizational and interpersonal skills are critical.
Excellent communication skills both verbal and written are a necessity.
Ability to negotiate difficult situations and build positive relationships with clients and other stakeholders.
Ability to influence others towards positive outcomes and ensure progress on initiatives.
University understanding would be an asset for the role.
