The Opportunity

The Utilities Operations Supervisor - Wastewater will provide leadership, supervision and oversight of day to day planned and emergency operations of the InnServices wastewater systems including the areas of new construction, maintenance, service, dispatching, regulatory requirements, health & safety and project coordination, as well as assume the role of Overall Responsible Operator (ORO) and accountabilities for wastewater on a rotational basis as scheduled.

Responsibilities include, but are not limited to:

  • Ensure compliance with all InnServices and applicable legislation, regulations, and policies when executing projects and tasks, including both preventative and emergency maintenance activities and assigned operational capital projects.
  • Supervise wastewater operational staff, direct work, and enforce safety and compliance. Participate and collaborate on hiring committees, staff training, scheduling, development, performance review, coaching, mentoring, health and safety, collective agreement administration, progressive discipline and grievance response in accordance with the policies and procedures of InnServices.
  • Act as (ORO) Overall Responsible Operator, sharing the assignment as scheduled and as required. Is expected to be able to respond immediately and effectively to an emergency.
  • Prepare, implement, and monitor adherence to all maintenance related wastewater treatment and collection plans and schedules and prepare reports on maintenance activities. Identify trends and make applicable adjustments to optimize preventative maintenance programs and processes.
  • Coordinate and liaise with maintenance staff, contractors and other InnServices and Town of Innisfil departments on maintenance activities and operational capital projects.
  • Foster a positive working environment by clarifying objectives and treating all employees equitably, inclusively, and with respect.
  • Lead and/or support, as assigned, the Wastewater Superintendent, Utilities Operations in scheduling, coordinating and assigning staff duties and responsibilities, supervising and directing the day-to-day activities of assigned staff and ensure work is carried out in a safe and operationally efficient manner. Visit work sites to connect with staff.
  • Proactively ensures that all aspects of Health and Safety required by InnServices Policies and Procedures, Occupational Health and Safety Act, and other applicable legislation and ECAs are being actively addressed, monitored and complied with. Communicates with Staff and Management on hazards within the workplace and take appropriate steps to address any concerns as they relate to worker and workplace health and safety.
  • Prepares, complete, records, processes and/or enters data for, time sheets, attendance reports, overtime reports, vacation schedules, work orders, etc.
  • Assist in the preparation of capital and operating budgets and cost estimates. Provide input by making proposals regarding new equipment and processes, providing costing and justifications. Administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Assist with identifying and implementing operational capital projects that ensure InnServices' wastewater collection systems and treatment processes are safe and operated in a manner which will optimize performance and be in compliance with all governing legislation.
  • Perform and/or assist on condition assessment of assets. Produce condition reports and use statistics to forecast business plans for asset repair or replacement.
  • Facilitate the development of efficient, organized, and productive operational work plans (daily, weekly, monthly, etc.) as needed to allocate resources effectively to achieve the desired objectives in a timely manner.
  • Investigate and implement mobile workforce technologies and assist with the implementation of new or innovative technologies on wastewater.
  • Develop and maintain effective and co-operative communication and develop good working relationships with other staff members, municipalities, government agencies, organizations and members of the public. Address others in a courteous, friendly and efficient manner to promote a high standard of public relations at all times.
  • Updates case tracking systems and provides detailed response to customers through various means of communication including in person meetings, email and telephone conversations.
  • Assist with ensuring all related work orders are completed correctly and on time while meeting the demands of our customers and regulatory requirements. Follows-up on outstanding work orders and investigates and resolves escalated work orders.
  • Receives, investigates and facilitates appropriate action on inquiries, complaints and issues pertaining to InnServices from both internal and external sources to ensure a satisfactory resolution, in a professional and courteous manner. Follows through until resolved by trouble shooting issues, researching and finding solutions, or contacting the appropriate parties to find the resolution and address concerns.
  • As necessary, assist with preparing reports and recommendations. Attend meetings and community events, as required. Make presentations and provide advice on operations related issues, strategies, emerging threats, new technologies and changes to legislation.
  • Collaborate with the Engineering Team as requested to review engineering drawings for new and existing installations and make recommendations including identifying operational requirements and logistics and assessing the impacts or troubleshoot integration issues.
  • Recommend changes, as required, to policies, processes, or documents to keep the department current and ensure its efficiency and effectiveness. Assist in updating Operations and Maintenance, Construction Standards, Service Manuals and all required Standard Operating Procedures (SOPs).
  • Assist with maintaining an adequate inventory of materials and equipment to meet the needs of the department. Determines what supplies or equipment are needed and as requested assists in the preparation of tender specifications/requests for proposals. Ensure the order and delivery of essential items such as chemicals be in time.
  • Assist with ensuring InnServices' vehicles, equipment and tools are properly maintained and inspected.
  • Perform routine field and work project inspections of activities and contractors. Ensuring compliance with legislation/regulations and quality/quantity control and work meet specifications.
  • Perform other duties as assigned in accordance with corporate objectives.

Qualifications & Core Capabilities:

  • Minimum of five (5) years' experience in utilities services on wastewater treatment and collection infrastructure environment, with a minimum of one (1) year of supervisory experience, preferably in a unionized environment.
  • Post-secondary education in Environmental or Civil Engineering, Water or Environmental Studies or related field; possesses and/or is eligible for a professional designation (i.e. EP, CET, C.tech. or related).
  • Must possess valid ON Class III Wastewater Treatment License and valid Class I Wastewater Collection License as a minimum at the time of application.
  • Availability to respond to major emergencies as required and be available as the Overall Responsible Operator as scheduled.
