About the Department - Facilities Management
Mount Royal University's Facilities Management department is responsible for the planning, development, construction, design, operation, maintenance, safety, security and stewardship of all the buildings, infrastructure, sites and services within Mount Royal's campus community. Through efficient and environmentally sustainable operation, we offer grounds, custodial, building operations, facilities planning, security services and engineering professional services to provide a physical environment that supports and enhances our academic space for students and staff. Our team of professionals are dedicated to providing customer service excellence. Our staff respond to daily service requests and emergency/ priority situations as needed.
About The Role
Reporting to the Manager, Electrical & Architectural Systems, the Electrical Systems Specialist is responsible for maintaining and supporting all aspects of the building electrical systems, including power distribution, contractor coordination, electrical studies, service contracts and contract administration, planned preventative maintenance (PPM), drawings, project liaison and capital planning. Work is performed under minimal supervision.
This position is a part of the MRSA Collective Bargaining Unit. The normal shift is 7 hours per day, five days per week, Monday to Friday. Overtime may be required, and the incumbent might be expected to be on Standby. Callouts to the campus can be expected during emergencies.
Responsibilities
Responsibility 1 (50%): Electrical Systems Support
Acts as in-house subject matter expert pertaining to MRU's facilities' electrical systems;
Main point of contact for all aspects of electrical support in the facilities operations department;
Supports all facilities management staff as required under the direction of the Manager;
Coordinates all electrical activities involving contractors/consultants for the facilities operations dept;
Acts as Contract Administrator for all electrical contracts, including fire alarm systems, elevators, substation maintenance, and all other electrical maintenance contracts;
Develops specifications for all electrical Service Contracts;
Reconciles all financial transactions related to electrical Service Contracts to ensure accuracy;
Contacts and supervises contractors when onsite to address services related to Service Contracts;
Plans and coordinates legislative maintenance requirements for electrical building systems;
Develops preventative maintenance schedules and creates/maintains drawings as required, or has them developed, for electrical systems and infrastructure;
Provides technical and coordination support for all electrical systems and related electrical maintenance activities &/or emergent repairs;
Ensures compliance with all codes & regulatory safety requirements;
Ensures a high standard of quality control and customer service for PPM and service contracts;
Ensure spare parts inventory for critical systems and manages Warranties on systems;
Provides support and direction to facilities operations staff and/or contractors outside of normal working hours in the event of an emergency situation.
Responsibility 2 (25%): Project Support
Develops technical specifications for tender contracts;
Develops Design Standards for the Facilities Operations Dept;
Participates in design reviews of major construction and renovation projects from the Project Planning Dept. (The incumbent may also do Project Management for small capital work as required);
Facilities operations representative for liaising with the Projects department in terms of technical support, Project Closeout, Commissioning, Training, O&M Manuals, CMMS (Archibus) being populated with planned preventative maintenance schedules, creating service contracts, tracking warranties, ensuring spare parts are ordered, developing standard operating procedures (SOPs) as required, developing operator instructions as required to ensure all support systems and staff are prepared for the turnover of equipment and building systems to the Facilities Operations dept for ownership;
Reviews and approves specification manuals, warranties, receives and files documentation.
Responsibility 3 (25%): Administrative Support
Assists the Director with Capital Planning using the university's VFA building condition assessment software package to address and update electrical deficiencies, identify electrical equipment renewal needs, and track the condition of electrical systems/infrastructure;
Assists Manager and Procurement regularly in feedback with vendor performance assessments;
Program development to formalize standard operating procedures, documentation processes, system testing & maintenance requirements, scheduling frequency, budgeting & contracting;
Supports internal and external stakeholders to provide effective and relevant staff training related to their positions such as Electrical Safety training;
Assists the Manager and/or Director in making decisions, evaluating, formulating, and making suggestions for the changing of electrical departmental policies, procedures, and goals;
Periodically review of arc flash analysis, short circuit, and coordination studies and generates reports for power quality, power outages and equipment failure analysis;
Coordinates PPM electrical shutdowns;
Maintains drawings for all electrical systems and infrastructure;
Maintains Archibus and VFA inventory of all electrical equipment - panels, MCC, VFD,etc.;
Develops RFP's, RFQ's, and regularly participates in the tendering process to create and manage contracted electrical services for the department as required;
Obtains feasibility studies, Consultant engineering reports/proposals, cost estimates as required to support the Director/Manager with business cases;
Liaises with regulatory bodies as MRU's agent for inspections and submissions;
Oversees annual permitting of each system in line with safety codes requirements. Ensures all fire alarm, emergency power testing, and maintenance scope is in alignment with Fire Department guidelines.
Qualifications
Diploma in electrical engineering technology or a skilled trades journeyperson license in an electrical related field is required with more than 8 years experience
Engineering technology theory is required to support complex technical building systems
Working experience with electrical building systems/operations such as high/low voltage substations, protection relays, transformers, generators, MCC's, variable frequency drives, electrical motors and various electrical power and control systems
Knowledgeable in the interpretation and requirements of CSA Z462, Electrical Safety & Code, CSA Z463, NETA, Canadian Electrical Code, CSA Standards, Fire and Building Codes
Proficient computer skills including software, spreadsheets and databases
Working knowledge in AutoCAD, Archibus and VFA would be an asset
Demonstrated experience with maintenance functions and building systems/operations including power distribution, preventative maintenance, tendering process, service contracts, and capital planning
Demonstrated experience in the design, operation and maintenance of major building electrical systems in an industrial, educational or plant environment
Ability to plan, coordinate, analyze, execute and document specific administrative and management functions with a sense of the long-term goals of the department
Demonstrated organizational, problem solving, and decision-making skills
Demonstrated ability to establish and maintain effective working relationships with diverse constituencies
Knowledge of Load Flow/Short Circuit/Coordination & Arcflash studies is an asset
Excellent oral, written, and interpersonal communication skills
Salary: $75, $95,113.20 per annum
