The Capital and Space Expansion Branch leads Manitoba's early learning and childcare capital and space expansion programs to fulfill space creation commitments. Working collaboratively with internal and external partners, the branch oversees capital development projects and supports expansion proponents to create childcare spaces for children ages 0 to 12. It provides coordinated resources and wrap-around services to ensure the timely opening and sustainability of programs.

Duties:
As a member of the division's management team, the Director is responsible to lead and manage the Capital Development Unit, provide advice and support to the Executive Director, Assistant Deputy Minister and Deputy Minister.
The Director is responsible for the Early Learning and Child Care capital development programs, leading a professional team and working with colleagues and partners across government, and in other levels of government and Indigenous organizations. The Director has overall responsibility for the delivery of Manitoba's commitment to create 5,890 new capital spaces under the Canada-Manitoba Early Learning and Child Care Agreements. The Capital Development Unit designs and administers a complex portfolio of programs, including those that are delivered in partnership with municipalities, public sector organizations, Indigenous governing bodies, corporations, and non-profit organizations. In leveraging relationships to advance Manitoba's commitments, the Director also supports the delivery of other whole-of-government priorities.
Qualifications:
Post-secondary education in social science, finance, public administration or related field
Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards)
Strong financial acumen with experience in budgeting and financial management
Experience providing project management and leadership in designing, planning and prioritizing major capital programs, or equivalent programs of high complexity and significant scale
Management experience with responsibility for human and financial resources
Strong verbal and written communication skills with experience managing internal and external stakeholder relationships
Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future
Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change
Experience building relationships with Indigenous people and implementing the principles of reconciliation
Knowledge of capital programs, particularly in respect of the early learning and childcare sector
Ability to communicate verbally and in writing in French
