Job Responsibilities
Conduct regular inspection of the municipal road corridor, document and reporting of potential hazards and deficiencies as per the Ontario Municipal Act, Regulation 366/18, Minimum Maintenance Standards for Municipal Highways.
Conduct regular inspection of municipal sidewalks and bike paths, document and reporting of potential hazards and deficiencies as per the Ontario Municipal Act, Regulation 366/18, and Minimum Maintenance Standards for Municipal Highways.
Review, analyze and recommend amendments to inspection routing for optimization and/or to incorporate new/updated infrastructure assets.
Assess infrastructure deficiencies, identify and recommend rehabilitation strategies. Assign priority and direct repair/replacement to appropriate Town Department(s) or to an external agency.
Generate work orders for infrastructure repairs through the use of an infrastructure/asset management system. Track repair status and regularly follow-up to ensure deficiencies are addressed within the allotted time frames as specified by Regulation 366/18.
Under the direction of the Supervisor - Works Contracted Services, the incumbent is responsible for inspection services on contracted municipal construction projects to ensure they meet all specifications for quality assurance and quality control and are constructed to established Town Standards, Ontario Provincial Standards, Town Policies and Procedures, and the Ontario Municipal Act, Regulation 239/02, Minimum Maintenance Standards for Municipal Highways.
Participates in meetings with public and agency stakeholders of the Town regarding concerns, policies, and design/operational requirements particularly with respect to road construction, driveway access, and right-of-way standards for specific sites;
Track and report on the status of all inspection activities, and maintain accurate daily records of construction activity and quantity measurements;
Assists the Supervisor - Works Contracted Services with preparing/processing monthly progress summary payment certificate generation;
Responds to questions/concerns from the public/residents on general matters and refers more complex issues to the Supervisor - Works Contracted Services;
Attends pre-construction and regular project status/construction site review meetings to enforce/reinforce the application of Town construction standards, policies and procedures;
Provides deficiency inspection reports to the Supervisor - Works Contracted Services;
Establish and administer an infrastructure/asset management system(s) to map and track inventories, location, condition, replacement value, maintenance history and future needs for all road corridor infrastructure components.
Liaise and coordinate with various Town Departments, Utilities, adjacent Municipalities and Region of Halton to compile/update asset information, explore work synergies and coordinate necessary repairs.
Prepare various reports for infrastructure assets, tracking of repair status, timeline performances, etc.
Understands and ensures Occupational Health and Safety Act, Construction Safety Regulations and Temporary Traffic Control (Book 7) requirements are being met on all project sites;
Provide technical support to Works Operation for Winter Control activities i.e. monitoring AVL applications, Winter Control data entry and contract administration.
Required to work outdoors in all weather conditions demanding regular physical exertion and visual concentration;
May be required to work extended work hours comparable to normal contracted construction operations including Saturday work as necessary;
During the winter season, may be required to work shifts with week/weekend and holiday periods of on call duties.
Perform other duties as assigned.
Qualifications
Post Secondary School Diploma in Civil or Construction Engineering with Certification as a Civil Technician (C.Tech) in OACETT and 3-5 years of related experience. Equivalent education and experience may be considered.
Familiar with contracted construction operations related to municipal infrastructure projects.
Good understanding and relevance of OPSD and Town standards and specifications as they relate to infrastructure improvement projects.
Sound knowledge of basic mathematics.
Able to interpret and understand Engineering Construction drawings and possess the ability to understand and review tender packages, change orders, claim actions and progress reports.
Courses in project/contract management in addition to MTO and MOE courses on municipal infrastructure and contract management specifically on road design geometrics and storm water drainage, erosion and sediment control, sewer installations, soils, concrete and bituminous technology, general inspections, etc. are a distinct asset.
Must be knowledgeable and familiar with the Occupational Health & Safety Act and MTO Ontario Traffic Manual Book 7.
Knowledgeable and proficient with PC based computer applications, specifically Excel, Word, MS Project Management and AutoCAD.
Good interpersonal and communication skills to represent the Department in a professional and courteous manner in dealings with contractors, consultants, and the public.
Must hold and provide a copy of a valid and unrestricted Ontario Driver's License Class G minimum with a driving record that demonstrates responsible and safe driving behaviour. Note: Applicants with 6 or more points are ineligible for consideration. The successful applicant will be required to provide the Corporation with a current driver abstract (no older than 30 days) and pass a Town administered road test prior to assuming the position.
The successful candidate must have the ability to supply transportation on Town business.
