Job Summary
The Application Modernization Delivery Lead provides strategic guidance and program expertise to senior program staff and managers engaged in the design, planning, and implementation of enterprise application modernization initiatives using cloud services to support integrated business solutions and UBC's long-term strategic goals, objectives and activities.
The Application Modernization Delivery Lead supports the overall design and delivery process to ensure appropriately robust solution design and modernization mechanisms are followed, and that institutional and departmental program planning, and methodology are applied.
The Application Modernization Delivery Lead facilitates the planning and approval of new initiatives, establishment of vendor engagement models, and creation of evaluation frameworks to enable the selection and prioritization of applications with the highest potential for value realization.
Overseeing a multi-year portfolio of interconnected modernization initiatives, the Application Modernization Delivery Lead works with staff within the central UBC Information Technology organization, and leadership in units across UBC, to ensure the successful outcomes of application transformation investments. The scope of the portfolio includes enterprise application modernization projects across the institution, including applications, infrastructure, cloud platforms, integrations, and components within the information security ecosystem.
This role is responsible for establishing repeatable, scalable program-level processes that enable sustainable modernization, reduced reliance on professional services, and the development of internal capability within UBC IT.
This role is also responsible for the design, development and implementation of a Quality Framework for cloud-based applications and will provide the leadership required to ensure its successful adoption and long-term sustainability.
This role additionally holds responsibility for benefit realization across the cloud modernization program. This includes ensuring measurable cost savings through modernization, rationalizing and consolidating applications at the portfolio level, maintaining sustainable service models at reduced cost, applying strong contract management, and continuously measuring, reporting and safeguarding ongoing savings.
Organizational Status
Reporting to the Director, Enterprise Automation and Solution Delivery, the Application Modernization Delivery Lead leads the development of the application modernization program concept and oversees the process to gain approval and funding through institutional governance and approval processes.
The Application Modernization Delivery Lead will use UBC's strategic plan, the IT Strategic Framework, and the Digital Strategy, and AI Frameworks and Guidelines as a framework for the development of modernization strategies and initiatives that are aligned with the University's strategic goals. The Application Modernization Delivery Lead must maintain both a macro and micro view of the University's business goals, functions and processes.
This role provides program-level leadership across project teams, operational teams, and cross-functional stakeholders.
Work Performed
Specific Duties:
Providing day-to-day leadership and direction to the application modernization program and ensuring that it is in alignment with UBC's and UBC IT's long-term strategic goals, supporting the overall commitments of the University, for the following main areas of focus:
Vendor and Commercial Frameworks: Establishes workable contracts and engagement models with strategic vendors and partners. Develops evaluation frameworks and selection criteria to identify, assess, and prioritize enterprise applications for modernization based on value realization, risk reduction, operational impact, and strategic alignment. Integrates AI Frameworks and Guidelines where appropriate.
Program Design and Repeatable Modernization Frameworks: Creates and implements repeatable, program-level processes and frameworks to modernize applications at scale. Provides vision and leadership tied to standardized methodologies, governance, and benefit realization practices, and AI-aligned frameworks to ensure consistent and sustainable outcomes across multiple modernization initiatives.
Partnership Development and Stakeholder Alignment: Forges strong partnerships with application service owners, technical teams, and business stakeholders to secure buy-in, define support models, and establish shared accountability structures that enable successful modernization.
Workforce Mobilization and Capability Development: Mobilizes and develops cross-functional teams through targeted training, upskilling, and knowledge transfer. Creates frameworks for elevating the overall knowledge and skill levels of application support and operational teams to enable effective co-delivery of modernization with vendors and independent long-term support of modernized applications.
Service Sustainment and Operating Models: Develops service level agreements, operational frameworks, and performance standards to sustain modernized applications without incremental operating costs. Standardize and harmonize processes across cross-functional teams, ensuring alignment with business needs and minimizing disruptions.
Quality Framework Leadership: Designs, develops and implements a Quality Framework for cloud-based applications, establishing a new capability and ensuring adherence across modernization initiatives.
Application Rationalization: Identify opportunities to decommission legacy applications and migrate to core or modernized cloud-native solutions to improve efficiency, reduce costs, and streamline support.
Benefit Realization and Cost Optimization: Leads benefit realization activities across the modernization program, including cloud cost savings, application rationalization, service consolidation, sustained cost reductions, contract and vendor negotiations, long-term cost protection, and ongoing measurement, validation and reporting of cost savings.
Financial Oversight: Develops and reviews budgets for the application modernization program and ensures they are understood and well-managed. Holds accountability for translating program outcomes into measurable cost savings related to hosting, infrastructure, licensing, and platform management.
Program-Level Leadership: Provides strong program-level leadership to Project Managers and workstream leads, ensuring alignment, integration, dependency management, and delivery excellence across the portfolio, without direct line management accountability.

Provides program and technical leadership in the expansion of cloud-enabled business solutions, programs and services.
Creates and fosters strategic partnerships and influential relationships with application owners, operational leaders, and senior stakeholders.
Coordinates and governs the allocation of financial and human resources across the modernization program.
Develops and administers budgets and frameworks to ensure sustained cost optimization and benefit realization.
Establishes service-level frameworks and operating models to sustain modernized services without additional costs.
Provides people leadership through coaching and guiding cross-functional teams and workstream leads.
Anticipates and analyzes trends in cloud platforms, application modernization tooling, and enterprise delivery practices.
Maintains up-to-date professional knowledge of modernization methods, tools, and frameworks.
Performs other related duties as required.
Consequence of Error/Judgement
Information Technology plays a key role in enabling the University to achieve its goal of becoming one of the world's leading universities. The Application Modernization Delivery Lead, reporting to the Director, Enterprise Automation and Solution Delivery, plays an important part in the formulation, alignment, and implementation of enterprise application modernization programs for the University at large.
If UBC's application modernization strategies do not align with or enable the academic and operational goals of the University, or if the technology-related services and support that Units receive are not fully aligned with their needs and goals, the University's IT resources will inhibit the University from achieving its strategic targets. Failure to ensure alignment and direction for the University in this role will negatively impact the reputation of the University, leading to loss of prestige that could impact enrollment, donations, and public relations.
Failure to effectively direct major, multi-year application modernization initiatives that transform university business operations through technology change will lead to the loss of significant financial investment, increased reliance on costly professional services, unrealized efficiency benefits, and delays in achieving intended cost savings and modernization outcomes.
Supervision Received
Reports to the Director, Enterprise Automation and Solution Delivery, and takes direction from the Chief Information Officer. Work is reviewed in terms of long-term multi-year objectives and resulting benefits realization.
Supervision Given
Provides program-level leadership to staff and consultants assigned to the application modernization program through workstream governance, task leadership, coaching, and performance guidance.
Minimum Qualifications
Post-graduate degree. Minimum of eleven years of related experience including at least five years of managerial experience plus four years of specialized experience in the design and implementation of major computer systems, or the equivalent combination of education and experience.
