Position Summary

In a customer-focused and often time-sensitive environment that promotes innovation, communication, community development and growth, and under the direction of a manager, this position contributes to the achievement of the division mandate and supports regional reporting and coordiantion with Land, Real Estate and Economic Development. .
Relying on experience as well as consulting, time management and communication skills, this individual coordinate the activities required to advance high priority files for the department and/or division.  This role requires direct contact, influence and expertise with senior leaders to advise on best practices, current legislation and methodologies as well as risk and mitigation strategies.
The individual in this position needs to be comfortable managing ambiguity, change, and risk.  Working in a small office requires a nimble team able to adapt to a diverse range of scale, scope and subject matter in assignments, sometimes the lead, sometimes a team member.

Key Duties & Responsibilities
  • Collaborates with the Executive Director, Directors and Managers as required, encouraging the progression of discussions to identify and escalate risks, propose solutions and milestones for progress and completion.
  • Encourages communication, participation and interaction with other City branches and departments
  • Responsible to advise the Manager, Director or Executive Director on project and change management progress and issues as they pertain to the files assigned.
  • Facilitating the development of policy, strategies and plans
  • Analysing and interpreting plans, policies, studies, models and specifications as they pertain to priority files for the division.
  • Interpret and analyze complex data, information, processes and problems and develop best practice and innovative solutions, improvements and recommendations to problems.
  • Advising and supporting the branch Manager, Director or Executive Director in the development of policies, strategies, guidelines and processes after evaluating alternatives and risks.
  • Preparing and presenting complex reports, contract documents, terms of reference, requests for proposals, polices and procedures, correspondence and briefs, and reports to Executive Leadership, Committee, Council and external stakeholders.
  • Researching and analyzing emerging trends, policies and best practices from other jurisdictions and recommend implementation opportunities to benefit the division and corporation.
  • Providing policy and current/potential legislative impacts on the City.
  • Preparing the scope of work and expectations in the procurement of consulting services for policy development and research studies related to divisional initiatives. Supervising the financial, time and work expectations of consultants.
  • Responding to enquiries and correspondence related to matters of City policies, plans and projects as assigned.
  • Partners with departments to provide process facilitation, project management, change management, policy development, or issue resolution depending on the need.
  • Provides supervision to the assigned staff and is responsible for recruiting, selecting and developing staff, providing direction, assigning duties and reviewing employee performance and assisting in discipline management.
  • Perform related work as required.
Key Qualifications
  • This position would be of interest to candidates with a degree in Social Science, Engineering, Urban Planning, Economics or related discipline. A degree coupled with eight to ten years related experience that provides for a broad understanding of municipal programs and services and experience working closely with senior leaders and elected officials. A combination of relevant experience and education will be considered. Experience in city planning and/or community development is considered an asset.
  • Knowledge of strategic development and execution; policy development; strategic planning; project, change, and corporate project management methodologies; applied research and analysis.
  • Knowledge of public sector organizations, municipal government planning and program processes, community organizations, and planning and development services across public, private, and non-profit sectors.
  • Knowledge of applicable legislation, policies, standards, trends, needs, and evaluation principles relevant to the area of expertise.
  • Strong negotiation, decision-making, problem-solving, consensus-building, and risk recognition and mitigation skills.
  • Demonstrated leadership ability, including motivating and directing staff; leading teams without direct authority; managing relationships; influencing others; and leading by example.
  • Excellent interpersonal and communication skills, with the ability to adapt communication style; present ideas clearly; and communicate effectively both orally and in writing.
  • Ability to work independently and as part of a team, demonstrating sound judgment, confidentiality, self-motivation, attention to detail, and respect for deadlines.
  • Demonstrated strategic thinking and outcomes-focused approach, with a strong commitment to service excellence, integrity, collaboration, and teamwork.
  • Ability to navigate politically sensitive issues across municipal, provincial, and federal governments and with diverse stakeholder organizations.
  • Proficiency with Microsoft Office and standard computer applications
Working/Other Conditions

This position requires a valid Class 5 drivers license and vehicle available for work usage. Travel within and potentially outside of the City of Regina is required. Normal office environment conditions apply with considerable use of computer and time spent in meetings. Night meetings may be required.
