We are seeking a seasoned HR leader who thrives on variety, strategy, and connection? Algonquin College is seeking a Senior Manager, Talent Programs to join our dynamic team and help shape the future of our people and culture.
This is an exciting opportunity for a strong HR generalist or an HR professional with deep, multidisciplinary experience across areas such as talent management, employee relations, labour relations, organizational development, and change leadership.

The Senior Manager, Talent Programs is a strategic leader reporting to the Director, People and Culture and is accountable for building a best‑in‑class employee experience by designing, developing, and deploying College‑wide programs that ensure Algonquin College has the talent, leadership strength, and organizational capability required to achieve its strategic and operational goals.
This role provides leadership to the Talent Acquisition & Workforce Management team and the Employee Learning & Development team, driving excellence in talent sourcing, leadership development, employee learning, performance and succession planning, and organizational capability building. The Senior Manager leads the College's equity attraction strategy and champions inclusion, equity, diversity, and accessibility principles across all talent processes, ensuring programs and practices support a welcoming and barrier‑free employee experience.
The Senior Manager serves as a key advisor to senior academic and administrative leaders, providing strategic guidance on organizational design, departmental restructuring, workforce optimization, and talent implications of organizational change. The role leads the modernization of HR through the advancement of a digital HR strategy focused on automation, process optimization, and the responsible adoption of artificial intelligence to enhance decision‑making, candidate and employee experiences, and overall HR service delivery. A central component of this leadership includes maximizing the use and adoption of Workday to streamline end‑to‑end HR processes, strengthen data integrity and analytics, and drive user‑centered improvements across recruitment, learning, performance, and talent management modules.
The Senior Manager oversees the operational, financial, and people leadership responsibilities of the portfolio, fostering high performance, innovation, and collaboration. As a member of the HR management team, the incumbent represents the College on internal committees and external forums, builds constructive relationships with union partners, and provides strategic and operational talent management advice to the Executive Team, Deans, Directors, Chairs, and Managers. Through forward‑looking leadership, the Senior Manager advances scalable and compliant talent practices, builds organizational readiness, and strengthens the College's ability to attract, develop, and retain exceptional talent.

Required Qualification:
Education:
Bachelor's degree in Human Resources, Business Administration or related disciplines. For this position, consideration can be given to equivalent experience.
Human Resources Professional designation (CHRP, CHRL or CHRE) is required.
In addition to degree, a post-graduate certificate in Human Resources is preferred.
Training in adult learning is preferred (e.g. Certified Training and Development Professional)
Certification in Continuous Improvement/Change Management would be considered a strong asset.
Experience:
Minimum 11 years of proven Human Resources experience leading across multiple HR disciplines. HR Generalist background preferred.
Minimum of 7 years of progressive management experience in a unionized environment.
A highly collaborative approach, partnering effectively with leaders, peers and stakeholders.
Strong strategic thinking and the ability to translate strategy into practical, people-centered solutions.
Demonstrated experience leading and facilitating the work of committees and groups in a manner that builds consensus, generates trust and the cooperation of stakeholders
Experience in leading the development and execution of key HR programs in Talent Acquisition, Learning and Development along with organizational development and business transformation initiatives.
Experience selecting and implementing performance management systems and competency models
Demonstrated experience and skills in leading projects through the project life cycle
Proficient in MS Office applications.
Experience in education or public sector environment is considered an asset.
This position is eligible for hybrid work in conjunction with the College's Flexible Work Arrangement Policy. with an expectation of a minimum of 3 days on site at our Ottawa Campus Location (subject to change).
