Position Title: RQ Senior Portfolio Manager - Enterprise Technology Transformation Portfolio
Location: Toronto, ON (Hybrid)
Mode: Contract
Role Overview
Client is seeking a highly experienced Senior Portfolio Manager to lead the strategic planning, governance, and execution of its Enterprise Technology Transformation Portfolio. This role is responsible for aligning enterprise technology initiatives with organizational objectives and advancing digital modernization across cloud platforms, data ecosystems, procurement technologies, and enterprise systems within Ontario's public sector.
The successful candidate will operate at the intersection of strategy, delivery, governance, and executive leadership, playing a pivotal role in evolving the Technology Delivery Office (TDO) into a mature, value-driven portfolio management function.
Key Responsibilities
Strategic Portfolio Leadership
Develop and execute an enterprise technology portfolio strategy aligned with organizational goals and enterprise roadmaps
Provide governance and oversight across multiple concurrent initiatives, including cloud transformation, data platform modernization, digital procurement solutions, and enterprise security programs
Ensure alignment between technology delivery and measurable business outcomes
Build and maintain executive-level relationships across Supply Ontario, OPS ministries, and broader public sector stakeholders
Technology Delivery Office (TDO) Leadership
Lead the evolution and maturation of the Technology Delivery Office as the central enterprise portfolio and delivery function
Establish and operationalize portfolio governance, intake, prioritization, and delivery frameworks
Define and maintain the Enterprise Technology service catalogue and end-to-end intake-to-delivery lifecycle
Implement standardized processes, templates, reporting structures, and performance dashboards
Strengthen vendor governance, financial transparency, and delivery accountability
Program and Project Delivery Oversight
Oversee multiple interdependent workstreams spanning cloud infrastructure, enterprise systems, data platforms, and security initiatives
Implement robust program governance, risk management, and decision-making frameworks
Coordinate delivery across internal teams, vendors, and consulting partners
Enterprise Technology Service Model
Define and operationalize a repeatable "factory" model for enterprise technology service delivery
Establish standardized service design, intake, prioritization, and delivery processes
Lead the development of training, documentation, and adoption enablement materials
Transition enterprise technology delivery from project-based execution to a scalable, service-oriented model
Vendor and Financial Management
Manage strategic relationships with technology vendors and implementation partners
Oversee portfolio budgets, financial forecasting, and resource allocation
Monitor vendor performance and ensure contractual compliance
Change Management and Organizational Enablement
Develop and execute change management strategies to support enterprise-wide technology adoption
Lead communication, training, and stakeholder engagement initiatives
Drive continuous improvement across delivery practices and organizational capabilities
Mandatory Qualifications
10+ years of experience leading large-scale enterprise technology portfolio transformations
Proven success managing multiple concurrent initiatives across cloud infrastructure, data platforms, and enterprise systems
10+ years of experience managing complex vendor relationships and consulting partnerships in government or regulated environments
Deep expertise in portfolio management methodologies, enterprise architecture frameworks, and technology modernization strategies
Demonstrated experience working within public sector environments with complex governance and stakeholder structures
Strong knowledge of Agile, DevOps, and scaled delivery frameworks at the enterprise level
Desirable Qualifications
Experience with public sector digital modernization initiatives
Professional certifications such as PfMP, PMP, ITIL, or equivalent
Knowledge of enterprise architecture, cloud platforms, integration patterns, and data governance
Advanced experience in change management and organizational transformation
Familiarity with security, privacy, and regulatory compliance requirements in government environments
Performance Expectations
Achievement of at least 80% of approved quarterly objectives
Delivery of agreed-upon portfolio strategies, governance frameworks, and executive reporting
Maintenance of detailed documentation and regular status reporting
Adherence to all Supply Ontario policies, procedures, and professional standards
