Reporting to the Site Supervisor, the Foreman, Heavy Civil oversees daily field operations for heavy civil construction projects including roadwork, water and sewer infrastructure, structures and site grading. The Foreman ensure that all on-site activities are performed safely, efficiently, and in accordance with project plans, specifications, timelines, and to Mistral Site Service's standards. This position will provide hands-on leadership to the frontline team, coordinate subcontractors and resources, and support project delivery through strong technical knowledge and effective communication.

Duties and Responsibilities:

1. Site Leadership and Crew Management 

  • Supervise, organize, and direct the daily work of construction crews.
  • Determine manpower requirements in consultation with the Project Manager.
  • Train and mentor workers on site procedures, equipment use, safe work practices, and emergency protocols.
  • Promote a productive team environment while addressing issues that may affect performance or quality.

2. Project Coordination

  • Collaborate with the Project Manager to plan work methods, sequencing, and scheduling.
  • Coordinate activities with subcontractors, trades, and specialists to maintain workflow and meet project milestones.
  • Ensure work complies with engineering plans, specifications, quality standards, and relevant regulations.
  • Monitor progress and adjust operations as required to meet deadlines.

3. Safety and Compliance Oversight

  • Enforce company safety policies, procedures, and legislated requirements.
  • Conduct daily safety talks, hazard assessments, and inspections.
  • Identify unsafe conditions or practices and implement corrective measures immediately.
  • Support a strong safety culture through leadership and consistent follow‑

4. Documentation, Inventory and Resource Management

  • Complete and submit daily time sheets, equipment logs, and material usage reports.
  • Verify and maintain accurate site inventory, including equipment, tools, and materials.
  • Coordinate material and equipment needs through procurement and logistics.
  • Communicate site issues, delays, or resource constraints to the Project Manager promptly.

5. Other

  • Works in a safe manner and ensures department operations are carried out in a safe manner in accordance with the Occupational Health and Safety Act, associated regulations, Mistral Group of Companies' policies, procedures, and other associated legislation.
  • Other related duties, as assigned.

The successful candidate will possess the following: 

Education

  • Secondary school diploma.
  • Additional technical or safety training considered an asset.

License, Registration and Training 

  • Valid and unrestricted Class "G" driver's license with access to a reliable vehicle to travel to different job sites.
  • WHMIS, First Aid/CPR, and other relevant training and/or certifications.

Experience 

  • Five (5) to ten (10) years experience in heavy civil construction.
  • Three (3) years experience in a supervisory or team lead position.

Knowledge, Skills and Abilities 

  • Working knowledge of the Occupational Health and Safety Act (OHSA), applicable standards, and associated compliance obligations with a strong commitment to safety and environmental standards.
  • Extensive knowledge of heavy civil construction methods, materials, and project workflows, including watermain, sanitary sewer, and storm sewer installation.
  • Strong ability to read and interpret civil blueprints, drawings, specifications, grades, and survey information with accuracy.
  • Demonstrated leadership skills with the ability to supervise, motivate, and develop team in a fast‑paced environment.
  • Excellent communication skills for interacting with workers, subcontractors, and project teams.
  • Strong problem‑solving abilities with sound judgment in the field.
  • Ability to maintain documentation, manage inventories, and support project reporting requirements.
  • Physical ability to demonstrate tasks, operate in active site conditions, and lead by example.
  • Demonstrated commitment to safety, quality, professionalism, and continuous learning.
