Job Description:
SUMMARY
This is non-professional work which oversees a limited number of unskilled, semi-skilled, and/or skilled manual workers in the construction, solid waste, or maintenance and repair of City buildings, streets, grounds, facilities, parks and urban forestry operations. This position may perform maintenance activities similar to the crews it oversees.
Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by its lead responsibilities and the performance of skilled grounds, maintenance and repair work.

ESSENTIAL JOB FUNCTIONS
Depending on the area of assignment:
Leads, coordinates and oversees the work of a crew of unskilled, semi-skilled and/or skilled manual workers performing a variety of landscape, maintenance and/or repair activities, or solid waste maintenance of city-owned streets, facilities and/or grounds.
Conducts or provides significant input into regular and periodic performance reviews of subordinates.
Initiates workplace accident paperwork on the jobsite and forwards to supervisor for investigation. May conduct accident investigations.
Provides training and instruction to subordinates.
Performs routine maintenance or repairs to City trash receptacles and directs the removal of litter and illegal dumps from City properties and right-of-ways.
Assures and inspects project work for compliance with plans, performance standards, and all applicable federal, state, local, and department safety regulations.
Maintains inventory of equipment and consumables. Orders consumables as needed. Supervises crews supporting City special events and programs by updating, repairing, and caring for displays and exhibits; moving and lifting heavy equipment, tables, and chairs; setting up barricades and other temporary traffic control devices, providing flagging services and cleaning up at the end of events.
Oversees planting, propagation, maintenance, and care of lawns, shrubbery, trees, and flowers.
Participates as a member of a trained, professional prescribed burn team and plant pest control team.
Supervises and assists in maintenance and cleaning of buildings.
Supervises maintenance, lining, and policing of athletic fields.
Estimates and orders materials for assigned maintenance projects. Keeps records of labor and materials.
Tracks, verifies, and approves subordinate time worked.
Prepares detailed records and reports in a timely manner.
Required to respond under emergency condition.
May chauffeur other employees, depending upon assignment and work location.
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Depending on the area of assignment:
Performs or assists in performing more difficult or skilled tasks.
Operates heavy maintenance and construction equipment in the absence of supporting equipment operators.
Uses and maintains hand tools needed for manual labor tasks.
May be required to transport, mix, handle or use herbicides and/or hazardous materials (other than can of gasoline, batteries, pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying and/or storing fluids or gas that could endanger the public or other employees.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Depending on the area of assignment:
Graduation from high school or possession of an acceptable equivalency diploma and three (3) years of experience in general maintenance and repair of buildings, streets, grounds, right-of-ways, and/or facilities, including one (1) year of supervisory experience for a group of unskilled to semi-skilled workers, preferably in the performance of grounds landscape, right-of-way, natural resource, and/or park maintenance; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
CERTIFICATIONS OR LICENSES
Licenses
Valid Driver License required upon appointment and at all times while employed in this classification. Valid Florida Driver License required within 30 days of appointment.
Depending on area of assignment
Commercial Driver License may be required at the time of appointment.
Certifications
Depending on the area of assignment:
May be required to obtain and maintain certifications for: S:190/S-130, I-100 and Standards of Survival, and other specialized prescribed fire courses.
May be required to obtain Florida Pesticide Applicator Certification, Natural Areas Weed Management Certification or other training required to conduct natural resource management maintenance.
KNOWLEDGE, SKILLS AND ABILITIES
Depending on the area of assignment:
Working knowledge of materials, methods, techniques, tools, and equipment commonly used in building, right-of-way, grounds, and landscape, natural resource, and park maintenance.
Knowledge of general maintenance and repair work.
Knowledge of Florida native plants and non-native invasive species.
Knowledge of occupational hazards and safety precautions in working with tools.
Skilled in the use and care of general maintenance and repair equipment and tools.
Working knowledge of general maintenance and repair work.
Ability to plan, train, and lead work of a group of unskilled, semi-skilled and skilled workers performing various maintenance and repair tasks in a manner conducive to full performance and high morale., including inmate crews.
Ability to perform manual tasks involving physical strength and endurance under variable weather conditions including working with herbicides and around smoke and extreme heat during prescribed burns.
Ability to work effectively with coworkers and the general public, including angry and/or abusive individuals.
Ability to analyze problems, exercise sound judgment and make logical and valid conclusions.
Demonstrate working knowledge of personal computers and related departmental software.
Ability to prepare and maintain records, reports and work requests.
Ability to operate work related equipment.
Ability to communicate effectively, both orally and in writing.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
Work requires physical strength and agility sufficient to safely perform all essential functions, including the ability to lift, kneel, push, pull and stoop while carrying a load of fifty (50) pounds without assistance.
Work requires use of personal protection equipment including but not limited to hearing, eye, foot, hand and head protection.
WORK ENVIRONMENT
Work may require performing tasks in and around heavy traffic.
Work may require exposure to hazardous conditions, prolonged noise levels and noxious chemicals.
Work may require performance of tasks outdoors under varying climactic conditions
